The City Commission of the City of Ventnor (hereafter "City")
hereby establishes the committee which shall hereafter be known as
the "Ventnor City Green Advisory Committee" (hereafter "Green Advisory
Committee").
The existence of the Green Advisory Committee shall be perpetual,
subject only to City Commission's right and power to rescind or amend
its existence and terms of existence.
The Green Advisory Committee will advise the City Commission
and the City administration on ways to improve municipal operations
with green initiatives which are economically and environmentally
sound through research and evaluation.
The Green Advisory Committee shall have such additional primary
and lesser functions, purposes and goals as the Green Advisory Committee
may from time to time submit to City Commission, subject to City Commission's
selection and approval, and/or as may from time to time be determined
by City Commission by way of amendment to this chapter or by resolution.
In regard to its mission and such primary and lesser functions,
purposes and goals as it may be authorized, the Green Advisory Committee
shall:
A. Collaborate with City employees, service providers and other government
agencies as members of the community to share resource information
and ideas consistent with the mission of the Green Team.
B. Encourage participation of all employees to solicit ideas on green
initiatives.
C. Research and analyze green initiatives which make practical environmental
and financial sense.
D. Develop strategies for sustainable green initiatives in municipal
operations.
E. Seek community-based sustainable solutions to strengthen our community.

The Green Advisory Committee shall consist of 12 members appointed
by City Commission, and all members shall have a term of office of
one calendar year or such lesser period of time as may be caused by
the date of appointment, with all terms expiring at 11:59 p.m. on
December 31 of each calendar year. The City Administrator and a representative
of City Commission shall be ex-officio members.
The members of the Green Advisory Committee shall be residents,
taxpayers, or employees of the City, or an employee of the Ventnor
Board of Education, so long as approved by City Commission.
All members of the Green Advisory Committee shall have full
voting privileges.
The appointment of members of the Green Advisory Committee shall
be made by City Commission by resolution as soon as practicable after
the establishment of the Green Advisory Committee by this chapter,
in this calendar year of its establishment, and in succeeding years
at the Annual City Council Reorganization Meeting, or any subsequent
regular meeting of City Commission in January of each calendar year.
No appointment of any member of the Green Advisory Committee
in any calendar year may be rescinded or terminated by City Commission
except for good cause.
Any vacancy created by any resignation of any member of the
Green Advisory Committee during any calendar year may be filled by
appointment by City Commission by resolution for the remainder of
that member's term of office.
The members of the Green Advisory Committee shall meet within
30 days of their appointment.
At the first meeting in each calendar year, the Green Advisory
Committee shall:
A. Elect a chairperson, vice chairperson and a secretary;
B. Establish a schedule of meeting dates for the remainder of the calendar
year;
C. Establish a list of primary and lesser goals and a mission statement
for the calendar year;
D. Establish a schedule of performance due dates for reports of any
investigation or study to be undertaken by the Green Advisory Committee
during the calendar year.
All meetings shall have accurate and sufficient written minutes
which shall be promptly prepared, approved and forwarded to City Commission.
A member shall be elected by the Green Advisory Committee each calendar
year to perform the duties of minute-taking and preparation and such
other clerical tasks as may be necessary or desired, and that member
shall be the Secretary.
The product and minutes of the first meeting of the Green Advisory
Committee in each calendar year shall promptly be forwarded to City
Commission, and all products and minutes of every meeting thereafter
shall be promptly prepared and approved by the Green Advisory Committee
and then forwarded to City Commission.
The Green Advisory Committee may organize its activities, investigations,
studies and reports by subcommittee, but no subcommittee action or
recommendation shall have status as an action or report by the Green
Advisory Committee unless adopted by a majority vote of the Green
Advisory Committee at a meeting on reasonable advance notice to the
membership of the Green Advisory Committee.
Any and all investigations, studies, calls for action, reports
or recommendations for action adopted by a majority vote of the Green
Advisory Committee shall be promptly forwarded to City Commission
and they shall not be published or disseminated in any way whatsoever
until that is accomplished and until and unless reviewed, accepted
and approved by City Commission by resolution. Any Green Advisory
Committee member violating this section may have his/her appointment
rescinded and terminated for cause by City Commission.
No implementation of any call for action or any report and recommendation
by the Green Advisory Committee to City Commission shall take place
or have any status as action by the City or a report of the City or
a policy of the City, unless and until accepted and approved by the
Green Advisory Committee by resolution, and City Commission, in its
discretion, may decline to act, accept or approve, or may act upon,
accept or approve, any portion or the whole, as it desires and determines.
The Green Advisory Committee, being an advisory committee of
City Commission and being subordinate to City Commission and subject
to the oversight of City Commission, shall conduct its activities
and meetings in accord with all applicable state laws, which shall
include, but may not be limited to, the Open Public Meetings Act and
the Open Public Records Act.
