It shall be unlawful for any person, except in such areas of
the City that are or may hereafter be zoned agricultural, to keep,
own, maintain, use or have in his/her possession any rabbits, hares,
guinea pigs, horses, mules, donkeys, cattle, goats, sheep, chickens,
turkeys, guineas, geese, ducks or pigeons within the City without
a permit first being obtained as hereinafter provided.

Permits required by the provisions of this Article may be obtained
by filing a written application with the Board of Aldermen, which
application shall affirmatively show that the applicant has facilities
for keeping such animals or poultry in quarters meeting the standards
set by said Board of Aldermen herein.

A. Each permit issued under this Article, unless sooner revoked, shall
be valid and effective for not more than twelve (12) months from the
date of issuance thereof; provided, however, a new application need
not be filed, and each permit shall renew automatically on its anniversary
date for an additional twelve (12) months, subject to being revoked
sooner, unless:
1.
A complaint has been filed with the City regarding the keeping
of the permitted animals or poultry; or
2.
The conditions for keeping such animals or poultry have changed
substantially; or
3.
There has been a change in ownership of such animals or poultry.

The failure of any keeper of any animals or poultry to comply
with the provisions of this Article or the sanitation standards and
requirements established by the Board of Aldermen shall be cause for
the Board of Aldermen to refuse to grant a permit for the keeping
of such animals or poultry or, if the permit shall have been previously
granted to such keeper, shall be cause for the revocation of same.

Where the application for a permit required by this Article
is for the keeping of animals or poultry within the limited number
herein set forth, in medical laboratories and/or educational institutions
for medical research or in veterinarian hospitals for treatment, they
shall be kept under the same conditions prescribed by the Board of
Aldermen for such limited purposes without the necessity of compliance
with the distance and structural requirements herein otherwise set
forth.
