Certain spaces designated for specific uses. [Amended by Ord. No. 2015-15; 7-25-2017 by Ord. No. 2017-22]: Hang tags. All parking spaces in Municipal Parking Lot #2, designated parking spaces in Municipal Parking Lot #3, and parking spaces on the east side of Municipal Parking Lot #5 are designated as permit parking 24 hours a day from Monday through Friday except holidays. A parking permit shall be issued by the Borough Clerk to any person who completes and files the required application and who pays the designated fee. No individual merchant may be issued more than two parking permits for Municipal Parking Lot #5. A parking permit may be issued for a period of one calendar month, commencing on the first day of said month, and terminated on the last day of said month. All parking permits shall be in the form of a hang tag. The parking permit shall hang from the rear view mirror of the motor vehicle for which it is issued and be clearly visible from the exterior of the motor vehicle. It shall be unlawful for any person to cause, allow, permit or suffer any motor vehicle registered in the name of or operated by such person to be parked in the permit parking areas without a parking permit therefor properly affixed to the motor vehicle as herein set forth. The fee for a parking permit for Municipal Parking Lots #2 and #3 shall be $90 per month for extended parking and $50 per month for commuter parking. The fee for a parking permit for Municipal Parking Lot #5 shall be $90 and #6 shall be $50 per month.

All parking spaces in Municipal Parking Lot #1, all parking spaces on the west side of the Municipal Parking Lot #5, and designated parking spaces in Municipal Parking Lot #6 are designated as parking meter parking from 8:00 a.m. to 12:00 midnight every day except Sundays and holidays. All provisions of § 7-41, entitled "Parking Meters," with the exception of hours of operation, shall apply.

Fees. Parking a vehicle in a parking meter space shall be lawful for such periods of time upon deposit of such coins or combinations of coins as set forth in paragraphs d1 through 5:

Each applicant for subdivision or site plan approval shall agree to pay all reasonable costs for professional review of the application. All such costs for review must be paid before any approved plat, plan or deed is signed. If the applicant desires a court reporter, the cost for taking testimony and transcribing it and providing a copy of the transcript to the Borough shall be at the expense of the applicant who shall arrange for the reporter's attendance.

If, at a later date, the applicant desires a transcript of any meeting, hearing or other proceeding, the cost of said transcript shall be $5 per page. In addition, the applicant will be required to place a $50 deposit when requesting such a transcript. Any balance due or refund due will be made upon delivery of the transcript. A duplicate recording of such proceedings will be provided at a cost of $15.

26-2 Newly Paved Streets

When a permit is used by any person to whom notice was given under Subsection 26-2.1 to excavate the street to which the notice related within a period of five years after the street has been paved or improved, a surcharge shall be imposed which shall be in addition to any fee required by § 26-1, and shall be computed as follows. If the permit is issued within one year after the street has been paved or improved, the surcharge shall be in an amount equal to the amount of the fee which would be imposed under the provisions of § 26-1, if the Borough were to restore the surface of the street. Thereafter, the surcharge shall be reduced in an amount of 2% per month until the end of the five-year period.
