10-1-1. 
A Planning Board shall be appointed as provided in clause 7-7-1.
10-1-2. 
The Board shall exercise such powers and duties as prescribed by General Law, this Charter, and by-law.
10-1-3. 
The Board shall make recommendations to the Town Manager and to the Director of the Division of Planning and Community Development on all matters concerning the physical, economic, and environmental development of the Town.
10-2-1. 
The Board shall be responsible for the development and periodic updating of a Master or Comprehensive Plan. A summary of said plan shall be submitted to the Town Meeting, which shall adopt the summary, with or without amendments. After the summary has been acted on by the Town, the Planning Board shall utilize the plan in making recommendations to the Town. The Board shall report annually to the Town on the status of the Master Plan.
10-3-1. 
An Industrial Development Financing Authority of five members shall be appointed by the Town Manager for five-year overlapping terms.
10-3-2. 
The Authority shall exercise such powers and duties as prescribed by General Law, this Charter, and by-law.
10-4-1. 
An Industrial Commission of five members shall be appointed by the Town Manager for three-year overlapping terms.
10-4-2. 
The Commission shall exercise such powers and duties as prescribed by General Law, this Charter, and by-law.
10-5-1. 
It shall be the general responsibility of the Town Manager and/or the Director of the Division of Planning and Community Development, if appointed, to coordinate the activities of the Town Planner, the Planning Board, Conservation Commission, Industrial Authority, Industrial Commission, and other boards, commissions, and committees, except the Board of Appeals, concerned with the physical, economic, and environmental development of the Town.
