There is hereby adopted by the Borough of Larksville, for the purpose of establishing rules and regulations relative to minimum standards governing the condition and maintenance of dwellings, supplied utilities and facilities and other physical things and conditions essential to ensure that dwellings are safe, sanitary and fit for human habitation, governing the condition of dwellings offered for rent, fixing certain responsibilities and duties of owners and occupants of dwellings and the condemnation of dwellings unfit for human habitation and the demolition of such dwellings, that certain Housing Code known as the "BOCA Basic Housing Code 1970, Second Edition," recommended by the Building Officials Conference of America, Inc., being particularly the 1970 Edition thereof; and the whole thereof, save and except such portions as are hereinafter deleted, modified or amended, of which not less than three copies have been and now are filed in the office of the Secretary-Treasurer of the Borough of Larksville and the same is hereby adopted and incorporated as fully as if set out at length herein, and from the date on which this chapter shall take effect, the provisions thereof shall be controlling as the minimum requirements for buildings used for human habitation within the corporate limits of the Borough of Larksville.
The Building Inspector shall be appointed by the Borough of Larksville and shall have the duty and responsibility to enforce the provisions of the Housing Code.
The Building Inspector may request and shall receive, so far as may be necessary and in the discharge of his duties, the assistance and cooperation of other officials of the municipality.
The Building Inspector, in the discharge of his official duties and upon proper identification, shall have authority to enter any building, structure or premises at any reasonable hour.
As used in this chapter, the following terms shall have the meanings indicated:

CORPORATION COUNSEL
The Solicitor for the Borough of Larksville.
MUNICIPALITY
The Borough of Larksville.

Every person, firm or corporation who shall violate any provision of the Housing Code shall be guilty of a summary conviction and may be prosecuted in proceedings in accordance with the practice in cases of summary convictions commenced by warrant or summons, at the discretion of the Magisterial District Judge with jurisdiction over Larksville Borough before whom the proceedings are commenced and, on conviction, shall be punished by the imposition of a fine of not more than $300 or by imprisonment for not exceeding 30 days, or by both such fine and imprisonment. Each day that a violation continues after due notice has been served in accordance with the terms and provisions hereof shall be deemed a separate offense.
