No person shall operate a motor vehicle or tractor upon any
sidewalk or walkway in the Borough, nor shall any person operate a
motor vehicle upon or across any sidewalk except in order to gain
access to or egress from a driveway or alley at such locations where
the curb, if such sidewalk is curbed, shall have been properly cut
down for the purpose.
The speed limit on all streets and highways in the Borough is
hereby designated as 25 miles per hour on all state highways, and
20 miles per hour on all other streets and highways, except as listed
on Schedule A attached hereto and incorporated herein. The police
officers of the Borough are hereby given authority to enforce the
speed limits established by this chapter by the use of electronic
speed-timing devices as those devices are approved by the Commonwealth
of Pennsylvania and the Department of Transportation. The proper officers
of the Borough are authorized to place appropriate and approved signs
at appropriate locations in the Borough advising that the devices
are or may be used. These provisions are subject to authorization
of Borough Council to purchase electronic timing devices.
At the intersections listed on Schedule B, attached hereto and
incorporated herein, official traffic signals shall be erected and
traffic at such intersections shall be directed by such signals.
The streets as listed on Schedule C, attached hereto and incorporated
herein, are hereby established as one-way streets.
It shall be unlawful for the operator of any motor vehicle or
tractor traveling upon the first-named street listed on Schedule D,
attached hereto and incorporated herein, to make a left turn or a
right turn at the intersections and in the directions indicated on
Schedule D.
It shall be unlawful for the operator of any motor vehicle or
tractor traveling upon the first-named street listed on Schedule E,
attached hereto and incorporated herein, to turn right while controlled
by a red traffic signal at the intersections listed and indicated
on Schedule E.
The intersections listed on Schedule F, attached hereto and
incorporated herein, are hereby established as stop intersections.
Official stop signs shall be erected in such position as to face traffic
approaching the second-named highway upon the first-named highway
in the direction or directions indicated on Schedule F. All vehicles
and tractors approaching any such intersection upon the first-named
highway, in the direction or directions indicated on Schedule F in
each case, shall come to a full stop, within a reasonable distance,
before entering any such intersection.
It is unlawful for any the operator of any motor vehicle or
tractor to enter the intersections listed on Schedule G, attached
hereto and incorporated herein, from the directions listed in Schedule
G.
It shall be unlawful for any person to operate any vehicle,
except a passenger vehicle, upon any of the portions of the highways
in the Borough listed on Schedule H, attached hereto and incorporated
herein, except for the purpose of making local deliveries.
It shall be unlawful to injure, destroy or damage any public
roadways, curbs, sidewalks or appurtenant structures situated within
the Borough. Any person violating the provisions of this section shall
pay, in addition to the fine imposed by this chapter, the cost of
replacing or repairing the damaged sections of public roadways, curbs,
sidewalks or appurtenant structures.
It shall be unlawful for any person to operate any vehicle or
tractor upon any street or highway in the Borough that is under construction,
resurfacing or repair, in disregard of any official sign, barricade
or notice that the same is closed to vehicular traffic.
All traffic regulations set forth in Article
II of this chapter, except §§
460-8 and
460-17, shall be subject to the posting of proper traffic signs or signals as required by the Vehicle Code, as amended. The Mayor and Police Chief are hereby authorized and directed to post the signs in the manner required by the Vehicle Code. It shall be unlawful to remove, injure, destroy or deface any marking or sign so placed in accordance with the provisions of Article
II of this chapter. Any person violating the provisions of this section of Article
II shall pay, in addition to any fines imposed, the cost of replacing or repairing any marking or sign removed, injured, destroyed or defaced by such offender.
Penalties for violating any of the provisions of Article
II of this chapter, except §§
460-8 and
460-19, shall be the penalties prescribed by the Vehicle Code, as amended. Penalties for violating §
460-8 shall be a fine of not less than $10 nor more than $50. Penalties for violating §
460-19 shall be not less than $50 nor more than $600, in addition to the cost of replacing or repairing the marking or sign affected.
