No motor vehicle or tractor shall be parked or left standing
in any of the public parking lots owned by the Borough of Springdale,
which vehicle has an overall length of more than 20 feet or an overall
width of more than 8 1/2 feet. Overall width and length shall
include the length and width of any trailer or load carried by a motor
vehicle or tractor.
Motor vehicles shall be parked in said parking lots within the
spaces designated by markers and as nearly in the center of the designated
stalls as possible.
No person shall drive on any roadway in said parking lots at
a speed greater than five miles per hour.
No motor vehicle shall be parked in any of said parking lots
for a longer period than three hours between the hours of 8:00 a.m.
and 6:00 p.m.
No motor vehicle shall be left unattended on any roadway within
said parking lots, except in the case of emergency or disablement
of the vehicle, in which case the operator shall arrange for removal
of the vehicle as soon as possible.
No person shall enter or leave said parking lots at other than
the designated entrances and exits, either with a motor vehicle or
as a pedestrian.
No person shall distribute or place literature or handbills
in said parking lots or into any car while parked in said parking
lots.
No motor vehicle shall be parked overnight at any of the said
parking lots.

It shall be unlawful to park any trailer, regardless of size,
type, or intended use; on any public property, street, alley or right-of-way;
unless it is properly attached to a vehicle suitable for the safe
towing of said trailer, and then only for express purpose of loading
and/or unloading of said trailer and not for a period of time in excess
of 24 hours.
Penalties for violating any of the provisions of Article
IV of this chapter shall be a fine of $15. Any police officer of the Borough of Springdale may remove or cause to be removed to a place of safety any vehicle or tractor which is parked or left standing in violation of Article
IV of this chapter.
