The offices of Borough Manager and Assistant Borough Manager are hereby created, subject to the right of the Borough by ordinance at any time to abolish either or both of said offices.

As soon as practicable after the passage of this article, Council shall appoint by vote of a majority of the members one person to fill the office of Borough Manager and one person to fill the office of Assistant Borough Manager for an indefinite term and until their successor is appointed and is qualified. Council may at any time remove the Borough Manager or Assistant Borough Manager from office by a vote of the majority of its members.

The Borough Manager shall be a citizen of the United States at least 21 years of age, and the Assistant Borough Manager shall be a citizen of the United States at least 21 years of age, and they shall have such training and experience as shall enable them to perform the duties imposed upon the offices in a successful and businesslike manner.

Before entering upon their duties, the Borough Manager and Assistant Borough Manager shall each give a bond to the Borough with a trust company or bonding company as surety, to be approved by the Council, and at the expense of the Borough, conditioned for the faithful performance of their respective duties.
The salaries of the Borough Manager and of the Assistant Borough Manager shall be as fixed by Council in the fiscal ordinance each year.

The powers and duties of the Borough Manager, who shall serve at the pleasure of the Borough Council, are to:
A. 
Exercise administrative supervision over all Borough departments and staff except for civil service positions;
B. 
Prepare, in conjunction with the preparation of the budget, short-term and long-range objectives, recommendations, and fiscal plans and present the same to Borough Council for review and approval;
C. 
Prepare plans and programs to attain all objectives approved by Borough Council;
D. 
Represent the Borough and maintain contacts with county, commonwealth, and federal representatives in Borough administrative matters;
E. 
Prepare and update plans for the Borough's use of funds made available under federal, commonwealth, and county grant programs;
F. 
Serve as Council's liaison to Borough departments other than the Police Department;
G. 
Develop, update, and administer a training plan for Borough employees under the Manager's supervision;
H. 
Serve as a liaison between Borough Council and all Borough authorities, commissions, and committees as directed by Borough Council;
I. 
Prepare and recommend to Borough Council, and thereafter implement, any approved capital improvement program or plans;
J. 
Prepare, implement, or supervise a preventive maintenance program for Borough equipment and similar property;
K. 
Coordinate relative activities with the Borough Solicitor, Borough Engineer, and Borough Code and Zoning Officers;
L. 
Administer Borough personnel policies, procedures, and programs as developed and approved by Borough Council, excluding civil service positions;
M. 
Review applications of prospective employees, interview and hire such employees as approved by the Borough Council and, if necessary, suspend or discharge any employee under the Manager's supervision, excepting civil service positions, and, provided, further, that Council must confirm and approve at its next meeting any such action taken;
N. 
Conduct semiannual and/or annual reviews of all Borough personnel (other than those in the Police Department) for review by and discussion with Borough Council, and keep associated personnel files;
O. 
Fix wages and salaries of all personnel under the Manager's supervision, within a range previously determined by or approved by Borough Council;
P. 
Prepare reports, updates, and newsletters as directed by Borough Council for public distribution regarding the operations, events, activities, and occurrences within the Borough;
Q. 
Attend and participate in relevant municipal conventions and professional associations' meetings and maintain professional affiliations to stay informed of new developments relevant to management of the Borough;
R. 
Direct and supervise the daily work of the Borough staff under the Manager's supervision and properly document, in writing, the performance of such staff;
S. 
Review and supervise the tracking of deadlines for all subdivision and land development applications, conditional use hearings, Zoning Hearing Board applications and hearings, ordinances (including zoning ordinances and subdivision and land development ordinances) or amendments thereto, and all other significant deadlines involving the Borough;
T. 
Attend meetings of boards, committees, and commissions as directed by Council;
U. 
Submit to Council, as soon as possible after the close of the fiscal year, a complete report on the finances and the administrative activities of the Borough for the preceding year;
V. 
Supervise the performance and faithful execution of all Borough franchises, leases, permits, contracts and privileges granted or executed by the Borough;
W. 
Be responsible for all accounts payable and receivable;
X. 
Prepare and/or approve specifications for bid proposals for Borough equipment and material;
Y. 
Be responsible for the administration of the budget after its adoption by Council and review budget performance of all departments;
Z. 
Prepare or arrange for recommendations, background information, and cost estimates for Borough Council meetings as requested by Council;
AA. 
Program all major expenditures from a cash-flow viewpoint;
BB. 
Serve as purchasing officer of the Borough and purchase all supplies and equipment for the agencies, boards, departments, and other offices of the Borough. The Manager shall keep an account of all purchases and shall, from time to time, make a report thereof. The Manager shall also issue rules and regulations governing the procurement of all municipal supplies and equipment;
CC. 
Investigate and properly address complaints regarding Borough services and personnel;
DD. 
Enforce the ordinances and regulations of the Borough as directed therein;
EE. 
Prepare, submit to, and report on the Borough's annual budget to Borough Council for the next fiscal year in a timely fashion which will enable Council to consider and adopt the budget-related tax ordinances according to the requirements of law;
FF. 
Prepare and/or supervise the agendas and meeting packets of the meetings of the Borough Council;
GG. 
Promptly notify Borough Council of any emergency matters or other matters of significance within the Borough;
HH. 
Hold such other Narberth Borough offices, positions, and roles and head such Borough departments as Council may from time to time direct;
II. 
Perform related activities as required by Borough Council.

Subject to recall at any time by resolution of Council, the powers and duties of the Assistant Borough Manager shall be those of the Borough Manager delegated by the Borough Manager or when authorized by Council or the Borough Manager to act in the Manager's absence; provided, however, that such delegation shall not in any manner relieve the Borough Manager from any responsibility for the proper exercise of any such powers or performance of any such duties so delegated. The Assistant Secretary of the Borough may also be the Assistant Borough Manager when so appointed.
The Borough reserves the right at any time by ordinance to amend or otherwise modify or repeal this article in any particular.
