It shall be unlawful for any person, firm or corporation to make or use, or cause to be made or used, any connection, whether physically, eclectically, acoustically, inductively or otherwise, with any wires, cable, conduit, apparatus or equipment of a cable communication system with intent to enable themselves or others to receive or use any signal without the consent of, or payment to, the cable communication system owner. It shall be unlawful for any person, firm or corporation to willfully tamper with, remove or damage, or cause to be tampered with, removed or damaged, any wire, cable, conduit, apparatus or equipment of a cable communication system without the consent of the cable communication system owner.
The existence of any of the conditions with reference to wires, cables, conduits, apparatus or equipment described in § 233-45 above is presumptive evidence that the person receiving or using any signal by means of such condition has created or caused to be created the condition so existing with intent to receive or use such signal without payment to the cable communication system owner.
The inclusion of this Article IX in this chapter shall create no duty to any grantee on the part of the Borough of Narberth or its officers, agents and employees to enforce the provisions of this article.
Any person, firm or corporation violating any of the provisions of this article shall, in addition to all other legal and equitable remedies, be subject to a fine or penalty not exceeding $600 for each and every violation, to be collected as like fines or penalties are now by law collectible.
