There is hereby established the office of Village
Engineer, which office shall receive direction and guidance from the
Village Manager on engineering matters affecting the village.
The candidate must hold a valid New York State
license as a professional engineer for not less than three years and
shall have municipal experience together with a background in management
and supervising of personnel. For purposes of this section, "municipal
experience" shall mean working full-time for a municipality.

A. The Village Engineer shall render engineering services
and advice to the Board of Trustees, the Village Manager, the Building
Department, the Planning Commission and the Zoning Board of Appeals.
He shall further review the streets of the village and proposed village
construction. He shall also have such other and further duties as
the Village Manager shall from time to time direct.
B. Nothing contained in this Chapter 34 shall be deemed
to require the appointment of a Village Engineer.
In addition to the above, the Village Manager
may, subject to the approval of the Board of Trustees, employ outside
engineers if determined necessary.

A. A general
engineering permit shall be required of an applicant if, in the judgment
of the Building Inspector, professional engineering services are required
for an engineering review of a permit application that is not the
current subject of a site plan approval as provided in § 345-23
of the Village Code.
B. The following
activities are illustrative activities that would require a permit:
(1) Retaining
walls or sea walls that support a surcharge;
(2) Any
excavation of land that changes the topography or affects drainage
in any manner;
(3) Surface
paving or other installation of impervious surface from pervious surface,
other than incidental repairs;
(4) The
construction or reconstruction of any on-site drainage or stormwater
structures or facilities; and
(5) Any
proposed activity that would change the level, height or drainage
of stormwater runoff and/or drainage.
C. The applicant shall make application for a general engineering permit on a form provided by the Building Department, together with the payment of the requisite fee as provided for in Chapter
175 and all such construction drawings, plans, surveys and/or all documentation deemed necessary by the Building Inspector to undertake and complete the engineering review for said permit.
