It shall be unlawful for any person, firm or corporation to
lay or replace any sidewalk or any portion thereof, to install any
curb or to improve with a hard surface any street, alley or thoroughfare
in the Municipality until after the proper grade for the same shall
have been obtained from the Borough Engineer and a permit for doing
the work shall have been issued by the Engineer.

If, through carelessness on the part of the person, firm or
corporation, it is necessary to replace the line and grade stakes,
the services of the Borough Engineer or his assistants shall be paid
for by the person, firm or corporation at the rate of $5 per hour,
with a minimum charge of $5.

Any person, firm or corporation violating of the provisions
of this ordinance shall, upon conviction thereof before the District
Justice{10}, be subject to a fine of not less than $5 or more than
$25 and costs of prosecution and, in default of payment of said fine
and costs, the offender shall be imprisoned in the County Jail for
a period of not more than 10 days.

Should any person, firm or corporation fail to pay to the Municipality
the charges made for the services of the Borough Engineer and his
assistants in replacing the grades for the sidewalk, curb or street
within 60 days from the date of the mailing of the statement, the
Solicitor of the Municipality is authorized to enter such charges
as a lien against the owners in the same manner as tax liens are now
entered.

No person or persons shall coast or ride upon any sled, skateboard,
roller skates or similar device upon any sidewalk in the Municipality
or upon any street or alley in the Municipality, unless such street
or alley shall have been specifically set apart and designated by
the Council for the purpose and shall have been blocked off or adequately
protected from vehicular traffic. Except that: The use of skateboards
and roller skates shall be permitted on the sidewalks in the residential
areas, provided the person using such devices yields the right-of-way
to pedestrians.
Any person who shall violate any of the provisions of this section
shall, upon conviction thereof, be sentenced to pay a fine of not
more than $5 for each and every offense.
