There shall be appointed annually by the President of and approved
by the Borough Council a committee of three members of Council to
be known as the Water Committee who shall exercise general supervision
of the water system and to whose direction the Water Superintendent
shall be subject, except as may be otherwise directed by this Part.

Whenever a drought or water famine is imminent, the Borough
Council in its discretion may authorize the Mayor to issue a proclamation
prohibiting the use of water from the water system for other than
necessary human consumption and sanitary domestic needs.
