For the purpose of promoting the health, safety, convenience, morals and welfare of its inhabitants, the Town of West Springfield, pursuant to the provisions of MGL c. 40A, §§ 1 to 22,[1] as amended, hereby adopts this ordinance, which shall be known and cited as the "Zoning Ordinance of the Town of West Springfield." Further purposes of this ordinance are to lessen congestion in the streets; to secure safety from fire, panic and other dangers; to provide adequate light and air; to prevent the overcrowding of land; to avoid undue concentration of population; to facilitate the adequate provisions of transportation, water, sewerage, schools, parks and other public requirements; and to increase the amenities of the municipality.
