D.
Except as otherwise provided by these rules or by any law or rule
or regulation of any commission, department, or other body authorized
by law to impose penalties for violations of rules, regulations and
orders governing the use and operation of motor vehicles, any person
violating any provision of the foregoing rules and regulations shall
be punished by a fine of not more than $20.

and 20D, as amended: Failure to obey this notice within 21 days after
the date of violation will result in the appearance in court on a
criminal complaint. All parking violation notices properly returned
shall be deemed noncriminal. Court hearing may be obtained upon the

MGL c. 90, § 20D provides penalty for unlawfully removing,
tampering with, changing, mutilating or destroying this notice.

If any vehicle is found upon any street or highway in violation
of any provisions of these rules and orders and the identity of the
driver cannot be determined, the owner or the person in whose name
such vehicle is registered shall be held prima facie responsible for
such violation.
A.
These rules are adopted with the intent that each of them shall have
force and effect separately and independently of every other except
insofar as by express reference or necessary implication any rule
or any part of a rule is made dependent upon another rule or part
thereof.
B.
The provisions of these rules, so far as they are the same in effect
as those of any existing rules, orders or regulations heretofore made
by the Town Council of West Springfield relative to or in connection
with official signs, lights, markings, signal systems or devices,
shall be construed as a continuation thereof, but all other existing
rules, orders and regulations so made for the regulation of vehicles
are hereby expressly repealed. This repeal, however, shall not affect
any punishment or penalty imposed or any complaint or prosecution
pending at the time of the passage hereof for an offense committed
under any of the rules, orders or regulations hereby repealed.

For the purpose of trial, the Traffic and Safety Subcommittee,
or its designee, may make temporary rules regulating traffic or test
under actual conditions signs, markings or other devices. No such
experimental rule relating to traffic shall remain in effect for a
period of time longer than 120 days. Enforcement of violations of
temporary regulations issued under this section shall be limited to
warning notices only.
