Pursuant to N.J.S.A. 40:72-7, the Board of Commissioners of the City of Bordentown is empowered to create subordinate boards and appoint such officers as it deems necessary for the proper and efficient conduct of Bordentown City's affairs. Accordingly, the Board of Commissioners hereby creates a subordinate board which shall be known as the "Bordentown City Water Advisory Board."
It is the fundamental purpose and mission of the City of Bordentown Water Advisory Board to work closely with the City Commissioners and residents of the service area of the City of Bordentown Water Utility. It is also the Board's responsibility to review and advise the City Commissioners on issues relating to public awareness, quality of water and quality of service. It shall also be the responsibility of the Board to gain an understanding of the operations of the Water Utility.
The Bordentown City Water Advisory Board is a municipal advisory board subordinate to the City Board of Commissioners and shall have the power to offer advice and support to the City Board of Commissioners in all matters and projects pertaining to water quality and water service within the City of Bordentown Water Utility service area.
The Bordentown City Water Advisory Board is hereby comprised of nine members to be appointed by the Mayor of the City of Bordentown, all of which shall be residents of the City of Bordentown Water Utility service area. All members shall serve without compensation, and the Mayor shall designate members of said Board as the Chairperson, Vice Chair and Secretary thereof. The Mayor or Board of Commissioners of the City of Bordentown may remove any member of the Water Advisory Board for cause, on written charges served upon the member and after a hearing thereon at which the member shall be entitled to be heard in person or by counsel. A vacancy on the Water Advisory Board occurring other than by expiration of a term shall be filled for the unexpired term in the same manner as an original appointment.
The members appointed to said body shall be for terms of three years from the date of appointment. Pursuant to N.J.S.A. 40:72-7, the City Board of Commissioners retains the power to abolish the Water Advisory Board at the end of the three-year term or when, in its discretion, the Commissioners determine that the Water Advisory Board is no longer necessary for the proper and efficient conduct of the City's affairs regarding water quality and service.
The Water Advisory Board shall keep records of its meetings and activities and shall provide an annual report to the Board of Commissioners of the City of Bordentown. The Board of Commissioners may provide, at its discretion, the Water Advisory Board with a secretary to record the minutes of the meetings and to assist in ministerial and administrative functions. The salary of the secretary shall be fixed by the Board of Commissioners of the City of Bordentown.
