The Board of Supervisors of Douglass Township, pursuant to § 10201
et seq. of the Pennsylvania Municipalities Code, as amended, 53 P.S.
§ 10201 et seq., hereby creates the Douglass Township Planning
Commission.

The Douglass Township Planning Commission shall have not less
than three nor more than nine members, the number of members of the
Planning Commission shall be established by a duly approved resolution
of the Board of Supervisors; the Planning Commission shall meet on
dates and times as established by a duly approved resolution of the
Board of Supervisors; members of the Planning Commission shall be
appointed and shall be removed by the Board of Supervisors in a manner
consistent with Article II of the Pennsylvania Municipalities Code,
as amended, 53 P.S. § 10201 et seq.

The Douglass Township Planning Commission shall be organized
and shall have the power, rights, regulations, responsibilities, and
shall conduct business as set forth in Article II of the Pennsylvania
Municipalities Code, as amended, 53 P.S. § 10201 et seq.

By virtue of and in pursuance of the authority vested in it
by the Act of Assembly of the Commonwealth of Pennsylvania, the Board
of Supervisors of the Township of Douglass, do hereby establish and
create and there is hereby established and created a Recreation Board
of the Township of Douglass, pursuant to the provisions of § 2204
of the Second Class Township Code, 53 P.S. § 67204.

The Recreation Board shall have the power to equip, operate,
supervise, and maintain recreation areas and facilities within the
Township of Douglass, and shall be subject to all of the responsibilities
in accordance therewith of the Board of Supervisors, according to
law.

1. Membership. The Recreation Board shall consist of seven electors
of the Township of Douglass, appointed by the Board of Supervisors.
2. Term of Office. The members of the Recreation Board shall be appointed
for terms of five years, or until their successors shall have been
appointed, except that of the initial members of the Recreation Board,
two members shall serve an initial term of two years, one member shall
serve an initial term of three years, two members shall serve an initial
term of four years, and two members shall serve an initial term of
five years; provided, however, that members shall be subject to removal
by the Board of Supervisors for dereliction or neglect of duty.
3. Vacancies. Vacancies on the Recreation Board, whether created by
resignation, removal, or death, shall be filled by appointment by
the Board of Supervisors for the balance of the unexpired term of
the resigning, removed, or deceased member.
4. Compensation. Members of the Recreation Board shall serve without
compensation.

Promptly upon the appointment of the original members and annually
on the first Monday of February of each year thereafter, the members
of the Recreation Board shall hold an organization meeting to elect
a chairman, vice-chairman, secretary, and treasurer. The initial officers
shall serve until the organization meeting in February of the following
year, and the successors of the initial officers shall serve for a
term of one-year.

1. Chairman. The chairman shall be the chief executive officer of the
Board and shall preside at all meetings thereof. He shall see that
orders and resolutions of the Board are carried into effect and shall
have general powers and duties of supervision and management of the
activities of the Board.
2. Vice-chairman. The vice-chairman shall, in the absence or during
the disability of the chairman, have all the powers and duties of
the chairman and shall preside at all meetings in his absence.
3. Secretary. The secretary shall attend all meetings of the Board and
shall record the minutes of its meetings in a book to be kept for
that purpose. He shall give or cause to be given notice of all meetings
of the Board and shall perform such other duties as may be prescribed
by the Board or the chairman under whose supervision he shall be.
4. Treasurer. The treasurer shall keep full and accurate accounts of
the financial affairs of the Board and shall be responsible for formulating
the annual budget of the Board for submission to the Board of Supervisors.
He shall receive all bills for expenses incurred by the Board and
shall be responsible for approving the same for payment by the Board
of Supervisors.

1. The Board shall have the power to and shall adopt rules and regulations
for the conduct of its business and the recreational activities subject
to its control.
2. The Board shall have the power to select, employ, and discharge personnel
utilized to carry out the activities subject to the control of the
Board of Supervisors.
3. The Board shall submit to the Board of Supervisors an annual report,
in writing, during the month of January of each year covering the
activities of the Board during the preceding 12 months. Such report
shall include an analysis of the community recreation areas, facilities,
and leadership in the Township, as well as a report on the extent
and adequacy of the recreation program and the effectiveness of the
recreation program in view of the public expenditure involved and
the public needs to be met.

1. The Recreation Board shall submit to the Township Supervisors a budget
request for each year's operations of the Recreation Board at
such time as to permit the same to be incorporated in the Township
budget for such year. The budget request shall be in the nature of
a recommendation to the Board of Supervisors, and the Board of Supervisors
shall have final responsibility for appropriating and expending monies
for all recreational activities subject to the control or supervision
of the Recreation Board.
2. All expenses incurred in the operation of recreational areas and
facilities subject to the supervision of the Recreation Board shall
be payable from the general Township funds according to law and shall
be made according to the budget for such purposes adopted by the Board
of Supervisors.
3. All monies received by the Recreation Board in the conduct of recreation
activities and otherwise shall be forthwith delivered to the Township
Treasurer for deposit in the Township appropriate fund.
