A. 
The Manager of the Vanport Township Municipal Authority or his authorized agent or agents shall have access at all reasonable hours of the day to all parts of any commercial or industrial premises to which water and/or sewer service is supplied to make necessary inspections to determine compliance with all applicable rules, regulations, codes, ordinances or statutes.
B. 
Every occupant, owner, tenant, lessee, operator or person in charge of a structure or premises or his, her, its or their agent or employee shall give access to any part of such structure or premises at reasonable times for accomplishing the purposes of this chapter.
The Manager of the Vanport Township Municipal Authority or his agent or agents shall disclose proper credentials of their respective office for the purpose of entry in and inspection of all structures and premises in performance of the duties under this chapter.
If any occupant, owner, tenant, lessee, operator or person in charge of a structure or a premises refuses, impedes, inhibits, interferes with, restricts or obstructs entry or free access to such structure or premises or to any part thereof with respect to any authorized inspection, the Manager of the Vanport Township Municipal Authority may file a complaint and may petition for and obtain an order directing compliance with the inspection provisions of this chapter from any court of competent jurisdiction. Any person who refuses to comply with such an order shall be subject to such penalties as may be authorized by law for violation of a court order.

Any person who shall violate any of the provisions of this chapter shall, upon conviction thereof before a District Justice, be subject to a fine of up to $600 and costs of prosecution and, in default of payment of such fine and costs, shall be subject to imprisonment in the county jail for up to 30 days.
