A certain document, one (1) copy of which is on file in the office of the City Clerk of the City of Warrenton, being marked and designated as the International Fire Code, 2015 Edition, as published by the International Code Council, be and is hereby adopted as the Fire Code of the City of Warrenton in the State of Missouri regulating and governing the safeguarding of life and property from fire and explosion hazards arising from the storage, handling and use of hazardous substances, materials and devices, and from conditions hazardous to life or property in the occupancy of buildings and premises as herein provided; providing for the issuance of permits and collection of fees therefore; and each and all the regulations, provisions, penalties, conditions and terms of said Fire Code on file in the office of the City Clerk are hereby referred to, adopted, and made a part hereof, as if fully set out in this Section, with the additions, insertions, deletions and changes, if any, prescribed in Section
500.410 of this Article.

A. The
following Sections are amendments to the 2015 International Fire Code:
1.
103.1 Enforcement Agency. The Fire Marshall of the Warrenton
Fire Protection District shall be the Fire Code Official as set forth
in the 2015 International Fire Code.
2.
103.2 Appointment. Deleted.

104.1 General. The Fire Code Official and the Building Commissioner
are both authorized to enforce the provisions of this code and shall
have the authority to render interpretations of this code, and to
adopt policies, procedures, rules and regulations in order to clarify
the application of its provisions. Such interpretations, policies,
procedures, rules and regulations shall be in compliance with the
intent and purpose of this code and shall not have the effect of waiving
requirements specifically provided for in this code.

104.2 Applications And Permits. The Building Commissioner is
authorized to receive applications, review construction documents
and issue permits for construction regulated by this code, issue permits
for operations regulated by this code, inspect the premises for which
such permits have been issued and enforce compliance with the provisions
of this code.
6.
108.1 Board Of Appeals. The Building Board (Warrenton Municipal Code Section
500.070) shall hear and decide appeals of orders, decisions or determinations made by the Building Commissioner relative to the application and interpretation of this code. The Board shall adopt rules of procedure for conducting its business.
7.
108.3 Qualifications. Deleted.
8.
111.4 Failure To Comply. Any person who shall continue any work after having been served with a stop work order, except such work as that person is directed to perform to remove a violation or unsafe condition, shall be subject to penalties specified in Warrenton Municipal Code Section
500.090.

A. The following Sections, being part of Appendix D of the 2015 International
Fire Code, are hereby revised:
1.
D.106.1 Projects Having More Than One Hundred (100) Dwelling
Units. Multiple-family residential projects having more than one hundred
(100) dwelling units shall be equipped throughout with two (2) separate
and approved fire apparatus access roads. Exception: Projects having
up to two hundred (200) dwelling units may have a single approved
fire apparatus access road when all buildings, including non-residential
occupancies, are equipped throughout with approved automatic sprinkler
systems installed in accordance with Section 903.3.1.1 or 903.3.1.2
of the International Fire Code.
2.
D.106.2 Projects Having More Than Two Hundred (200) Dwelling
Units. Multiple-family residential projects having more than two hundred
(200) dwelling units shall be provided with two (2) separate and approved
fire apparatus access roads regardless of whether they are equipped
with an approved automatic sprinkler system.
3.
D.107.1 One- Or Two-Family Dwelling Residential Developments.
Developments of one- or two-family dwellings where the numbers of
dwelling units exceeds one hundred (100) shall be provided with separate
and approved fire apparatus access roads. Where two (2) access roads
are required, they shall be placed a distance apart equal to not less
than one-half (1/2) of the length of the maximum overall diagonal
dimension of the property or area to be served, measured in a straight
line between accesses.

109.3 Violation And Penalty. Any person who shall violate provisions
of this Article and the codes adopted herein or shall fail to comply
with any of the requirements thereof or who shall perform work in
violation of an approved plan or directive of the Building Commissioner
or of a permit or certificate issued under the provisions of these
codes shall be guilty of a misdemeanor punishable by a fine of not
more than five hundred dollars ($500.00) or by imprisonment not exceeding
ninety (90) days, or both such fine and imprisonment. Each day that
a violation continues shall be deemed a separate offense.
