Pursuant to § 251.02, Wis. Stats., there is established
a Washington Ozaukee Public Health Department serving all areas of
Washington and Ozaukee Counties.

The Health Department shall be under the direction of a governing
and policymaking Board of Health with membership, appointment, powers
and duties as described in the applicable sections of Ch. 251, Wis.
Stats., and the Multiple County Health Department Agreement for Ozaukee
and Washington Counties dated July 1, 2016. In order to be eligible
to serve on the Multiple County Board of Health, a supervisor must
be appointed to the Human Services Committee.
The Health Department shall, at a minimum, meet the level of
service requirements of § 251.05(1)(a), Wis. Stats., and
shall perform those additional duties as required in § 251.05(3),
Wis. Stats.
A. Provide surveillance, investigation, control and prevention of communicable
diseases, other disease prevention, health promotion, human health
hazard control and public health nursing services.
B. Collect, assemble, analyze and make available information on the
health status of the community as needed.
C. Develop public health policies and procedures for the community.
D. Develop a community health improvement plan for Washington County.

Pursuant to § 251.06(4), Wis. Stats., and consistent
with the Multiple County Health Department Agreement for Ozaukee and
Washington Counties dated July 1, 2016, the County Board Chairperson
shall appoint a local Health Officer upon recommendation of the County
Executive and the Board of Health, subject to confirmation by the
County Board of Supervisors. The local Health Officer shall be known
as the "Director, Health Department." The Director shall:
A. Administer the Health Department in accordance with public health
State Statutes and Administrative Code.
B. Enforce state public health statutes and rules.
C. Enforce local public health regulations and ordinances, including Chapter
8, Public Health, of the Code of Washington County.
D. Administer all funds received for public health programs.
E. Appoint and supervise qualified personnel for the department pursuant
to requirements of Ch. DHS 139, Wis. Adm. Code, for public health
professionals.
F. Investigate and supervise the sanitary conditions of all premises
within the County.
G. Have access to vital records and statistics from the Register of
Deeds as specified in Ch. 69, Wis. Stats.
H. Submit an annual report of Department activities.
I. Promote the distribution of information and education as to the causes,
nature and prevention of prevalent diseases, and the preservation
and improvement of health.
J. Comply with § 251.06, Wis. Stats., having at least the
same Level I, II or III designation as the Health Department.
