As used in this Article, the following terms mean:
ENTER UNLAWFULLY or REMAIN UNLAWFULLY
A person enters or remains in or upon premises when he/she
is not licensed or privileged to do so. A person who, regardless of
his/her purpose, enters or remains in or upon premises which are at
the time open to the public does so with license and privilege unless
he/she defies a lawful order not to enter or remain, personally communicated
to him/her by the owner of such premises or by other authorized person.
A license or privilege to enter or remain in a building which is only
partly open to the public is not a license or privilege to enter or
remain in that part of the building which is not open to the public.
TO TAMPER
To interfere with something improperly, to meddle with it,
displace it, make unwarranted alterations in its existing condition,
or to deprive, temporarily, the owner or possessor of that thing.
UTILITY
An enterprise which provides gas, electric, steam, water,
sewage disposal, or communication, video, internet, or voice over
internet protocol services, and any common carrier. It may be either
publicly or privately owned or operated.
A person commits the offense of reckless burning or exploding
if he/she recklessly starts a fire or causes an explosion and thereby
damages or destroys the property of another.

Any person who shall damage or in any manner interfere with
the batteries, wires, poles, instruments or other appliances belonging
to any telephone or telegraph company doing business in the City shall
be deemed guilty of an ordinance violation.

Any person who shall spit upon the floors, stairways, walls,
windows, doors or upon any part of any public building or upon the
doors, floors, windows or upon any part of any room or office of any
public building belonging to the City of Portageville or who shall
destroy, remove, deface or injure any public building or any sidewalk,
door, wall, window, floor, railing, gate or any furniture or fixtures
of any public building belonging to the City of Portageville by cutting,
marking, painting or in any other manner or by any other means whatever
shall be deemed guilty of an ordinance violation.

The owners, lessees, occupants or tenants of all houses, residences,
buildings and other structures and lots and premises in the City of
Portageville shall keep all such houses, buildings and other structures
and the premises thereunto belonging and all such lots and premises
in a clean and sanitary condition. It shall be the duty of all such
owners, lessees, occupants or tenants of any house, building or other
structures or of any lots or premises to keep and maintain all such
houses and premises, including all outhouses, privies, barns, stables,
lots and yards, free of all filth, trash, rubbish, garbage and matter
that may become unhealthy.
