A. Acting under the authority of Section 71.700, RSMo., it is hereby
declared unlawful for any person to drill or cause to be drilled a
water well within the corporate limits of Russellville for the purpose
of selling or offering to sell water to the public or shipping water
for sale.
B. Acting under the general police powers of the City and as the City
serves the general public from a municipal water system drawing its
water from a well located in the immediate vicinity of Russellville
and as it is vital to the public health and welfare to ensure that
the water supply not become contaminated, it is hereby declared unlawful
for any person to either:
1.
Drill or cause to be drilled a water well that in any fashion
contaminates or threatens to contaminate or materially diminishes
the water supply in the well or wells from which Russellville receives
its water.
2.
Allow water from any other source to be commingled with the
municipal water system while in the lines or the well by connecting
any other type water system to the municipal system or otherwise.

Any property owner within the City may drill and maintain a
well so long as the water from such a well is only used for irrigation
and cleaning and not for human consumption, washing, or bathing.
