The purpose of the Park Board shall be to serve as an advisory
board to the Board of Aldermen, for the operation and maintenance
of the City's parks and recreational facilities.

The Park Board shall consist of five (5) voting members who
shall be citizens of the City of Oronogo. One (1) member of the Board
of Aldermen shall be appointed as a non-voting member of the Park
Board.

All appointments to the Park Board, including citizens and the
non-voting Board of Aldermen shall be made by the Mayor with consent
of the Board of Aldermen. The Mayor shall present a complete list
to the Board of Aldermen of appointments for the Park Board. The Board
of Aldermen shall approve or reject any or all appointments within
fourteen (14) days of receipt of said appointments. Any rejected appointments
shall be referred to the Mayor who shall resubmit appointments until
ratified by the Board of Aldermen. Vacancies to the Park Board shall
be filled by the Mayor within thirty (30) days following the acceptance
of resignation, disqualification, or removal of a member of the Park
Board subject to the consent of the Board of Aldermen. Newly elected
Board members shall assume the appointment of a non-voting member
of the Park Board if the preceding Board member was serving in that
appointment until such time that the Mayor offers for appointment
another member of the Board of Aldermen, with consent of the Board.

Citizens appointed to the Park Board shall serve for terms of
three (3) years, except that upon the initial appointment of this
Park Board, membership terms will be staggered in that two (2) members
shall serve for one (1) year, two (2) members shall serve for two
(2) years, and one (1) member shall serve for three (3) years, with
such designation to be determined by the Mayor upon appointment to
the Park Board.

Members of the Park Board shall not receive salaries nor any
other type of compensation for their services, but instead shall serve
voluntarily.

A. Members of the Park Board may be removed as follows:
1.
Any citizen or Board member serving on the Park Board may be
removed at the request of the Mayor with concurrence of the Board
of Aldermen for failure to attend three (3) or more scheduled meetings
without a reasonable excuse.
2.
Any citizen or Board member serving on the Park Board shall
be disqualified as a member of the Park Board if he or she becomes
a non-resident of the City of Oronogo.
3.
Any citizen or Board member serving on the Park Board may be
removed for cause by the Mayor with concurrence of the Board of Aldermen,
and such cause to include actions or omissions that cause a continual
disruption of the meetings of the Park Board and/or a persistent adversarial
behavior that detrimentally impacts the effectiveness of the Park
Board.

The Park Board shall meet as often as necessary to effectuate
the purpose of the Park Board as described herein with notice to members
at the earliest reasonable date.

A. Officers of the Park Board shall be chosen from the voting members
of the Park Board as follows:
1.
The Chairman shall preside over all meetings of the Park Board.
The Chairman of the Park Board shall be selected by a majority vote
of the members of the Park Board and shall serve as Chairman for a
one (1) year or until a new member is selected.
2.
The vice-Chairman shall preside over Park Board meetings in
the absence of the Chairman. The vice-Chairman of the Park Board shall
be selected by a majority vote of the members of the Park Board and
shall serve as vice-Chairman for a one (1) year or until a new member
is selected.
3.
The Secretary shall ensure that minutes of all meetings are
kept and shall ensure that all records are delivered and maintained
by the City Clerk of the City of Oronogo. The secretary of the Park
Board shall be selected by a majority vote of the members of the Park
Board and shall serve as secretary for one (1) year or until a new
member is selected.

A. Responsibilities and duties of the Park Board are to provide recommendations
to the Mayor and Board of Aldermen on matters pertaining to the operation
and maintenance of the City's parks and recreational facilities
are as follows (subject to change and limitation by the Mayor and
Board of Aldermen):
1.
Identify park and recreation needs in the City.
2.
Make annual budget recommendations for monies to be used for
park purposes;
3.
Communicate with programs and organizations seeking to utilize
park facilities;
4.
Ensure resources to continue ongoing and future park and recreational
programs;
5.
Accept and perform responsibilities delegated by the Mayor and
the Board of Aldermen;
6.
Advise on basic policies that guide and promote the use and
maintenance of the parks;
7.
Review and advise on development plans and/or park improvements;
8.
Recognize that Park Board recommendations may or may not be
accepted or followed by the Mayor and Board of Aldermen.
