There is hereby created a Civil Service Commission (hereinafter
referred to as "Commission"), in and for the Borough of Phoenixville
with respect to the police force and fire apparatus operators, in
conformance with the requirements of 8 Pa.C.S.A. § 1170
et seq., as amended. The Commission shall consist of three members
who shall be qualified electors of the Borough and shall be appointed
for a term of six years. Any vacancy occurring in the Commission shall
be filled for the unexpired term within the period of 30 days after
such vacancy occurs.

In addition to the three regular members of the Commission,
Council may appoint not more than three alternate members of the Commission
whose terms shall be six years. The alternate members shall be qualified
electors of the Borough. The alternate members shall be entitled to
participate in all proceedings and discussions of the Commission to
the same and full extent as provided by law for Commission members.
While alternate members may participate in any proceeding or discussion
of the Commission, the alternates may not vote as members of the Commission
unless designated as a voting alternate, as permitted by the State
Borough Code.

The Commission hereinafter shall organize, promulgate rules
and regulations, keep minutes and records, conduct investigations,
issue subpoenas, and provide for general rules and regulations for
the examination of applicants, provide for physical examinations,
promote, remove, conduct hearings on dismissals and reduction in rank,
and conduct all other business authorized by, and in accordance with,
8 Pa.C.S.A. § 1170 et seq., as amended.

1. The Commission shall initially consist of the current appointees
to the Civil Service Commission for the police force, and Council
shall make future appointments consistent herewith at the conclusion
of those appointees' terms.
2. Any proceedings that have been initiated or are pending before the
existing Civil Service Commission will continue before that Commission
until concluded, and at the conclusion of those proceedings the existing
Civil Service Commission shall cease.
3. Until such time as the newly created Commission shall adopt its own
rules and regulations, it shall follow the existing rules and regulations
for the Civil Service Commission for the police force with respect
to appointments, hires, and promotions and all other authorized business.
