The Town creates a General Bylaw to allow the testing of water in public buildings and other municipal facilities for the presence of lead and copper. The appliances and systems tested should be those which could likely and/or reasonably present a health consequence for the public.
A report of all testing should be available on the Town of South Hadley website and a copy posted in each building participating in said test.
This testing should be overseen, and regulations promulgated, by the South Hadley Board of Health and be consistent with the Massachusetts Department of Environmental Protection, and as further expressed in Appendix B.[1]

The Health Director may subsequently instruct the municipal agent in control of a building or facility which does not meet the health and safety standards for lead and copper to expand testing to additional outlets or appliances and to take action forthwith to mitigate the exposure to the public.
