This chapter shall be known as the "Refuse Disposal Law" of
the Town of Sardinia.
This chapter is adopted for the purpose of promoting the health,
safety and general welfare of the people of the Town of Sardinia,
including the protection and preservation of property of the Town
and its inhabitants, by regulating the disposal of refuse within the
Town of Sardinia.
As used in this chapter, the following terms shall the meanings
indicated:
All putrescible or decayable wastes, including vegetable
and animal offal and carcasses of dead animals, and shall include
all substances accumulated on or removed from all public and private
establishments and properties, including residences, and all industrial
waste.
Any individual, firm, partnership, company, corporation,
association, society or group.
Includes rubbish, garbage and trash and any other similar
materials.
General, dry material produced routinely by household, commercial
or industrial establishments, such as ashes, paper, cans, bottles,
boxes and other containers and any other similar materials.
Includes bushes, grass clippings, leaves, weeds, branches,
Christmas trees, lawn rakings and similar waste materials, and bulky
objects, such as discarded automobile tires, household appliances,
equipment or furniture, scrap building materials, and building demolition
and construction wastes.

No person shall throw, place dump, drop or deposit or cause
to be thrown, dumped, dropped or deposited any refuse in or upon the
right-of-way of any public highway, road or street or in or upon any
other public place in the Town of Sardinia or in or upon any private
property except a facility licensed by the State of New York.

Any person who violates this chapter shall be guilty of an offense
and subject to a fine of not more than $250, plus costs of cleanup,
or imprisonment for not more than 15 days, or both.
