Editor's Note: The preamble to this resolution stated that under the Act of 1929, requiring that amounts received by the various political units in the state as their share of the 2% tax on premiums from foreign fire insurance be paid to the respective treasurers of the municipalities and by them to the firemen's relief fund association recognized by Borough Council, and that the office of the Auditor General of the Commonwealth be given official notification of the action taken by Council.
The 2% tax on premiums on foreign fire insurance received by the Borough Treasurer from the Commonwealth of Pennsylvania be paid forthwith to the Volunteer Relief Association of the Reliance Fire Company No. 1 of the Borough of West York, which is recognized by the Borough Council as the recognized organization to receive the same.

Fire protection within West York Borough been provided for many years by Reliance Fire Company, a volunteer fire company. The Borough, in recognition of the services provided, has for many years contributed financial support to the said volunteer fire company but has never by ordinance officially recognized it as a volunteer fire company of the Borough. Such recognition has the effect of extending to the volunteer fire company certain rights and immunities enjoyed by municipalities and also provides assurance that members of the volunteer fire company injured while engaged in authorized activities are covered by workers' compensation insurance. It is the purpose of this article to recognize Reliance Fire Company as a volunteer fire company in and for West York Borough and to designate without limitation those activities in which said fire company and its members are authorized to engage.
West York Borough hereby designates Reliance Fire Company, a volunteer fire company with offices at 1341 West Market Street, as the officially recognized fire company in and for West York Borough.
Reliance Fire Company is authorized to provide services for the Borough and its residents, without limitation, however, as follows:
A. 
Emergency response services, including, but not limited to, the control, suppression and extinguishment of fires, search and rescue for persons necessitated by man-made or natural disasters or accidents, the isolation and cleanup of hazardous materials and substances, rendering of assistance to other emergency services and generally to provide for the protection and safety of persons and property within the Borough.
B. 
Nonemergency public services to or for the use of persons and property within the Borough.
C. 
Conduct of and participation in training activities and drills, whether inside or outside of the Borough, as may be deemed necessary or desirable for maintaining proficiency in providing fire protection services.
D. 
Response to emergency calls outside the boundaries of the Borough but within a reasonable service area of the fire company or response to or for any municipality which has entered into a mutual aid agreement with the Borough.
Reliance Fire Company, while performing any of the services specified in § 52-4, shall be subject to and be under the direction and control of the duly appointed and designated Fire Chief of Reliance Fire Company if present, and if not present, the duly appointed and designated Deputy Fire Chief.
In addition to the service activities authorized in § 52-4, Reliance Fire Company and its members are authorized to engage, without limitation, in the following activities for and on behalf of the fire company:
A. 
Participation in parades and ceremonial functions designed to promote the volunteer fire company, encourage volunteer support and civic pride in general.
B. 
Engage in fund-raising projects and activities for the purpose of providing financial resources for the acquisition and maintenance of equipment and facilities.
C. 
Generally engage in activities intended to promote, encourage, support and assist the volunteer fire company in the performance of its service activities.
