[HISTORY: Adopted by the Board of Supervisors of the Township of Washington 3-9-1974 by Ord. No. 1974-55 (Ch. I, Art. 2, of the 1977 Code)]
It is the desire and intention of the Township of Washington, Jefferson County, Pennsylvania, to organize an authority under the "Municipality Authorities Act of 1945" (the Act of May 2, 1945, P.L. 382, as amended and supplemented)[1], jointly with the Borough of Falls Creek of Jefferson and Clearfield Counties, and the Township of Sandy of Clearfield County, and the Township of Winslow, of Jefferson County, Pennsylvania.

The name of the proposed Authority is "Falls Creek, Sandy, Washington and Winslow Joint Municipal Authority." In pursuance of said intention, the Articles of Incorporation of the said Authority are hereby approved and adopted in the following form:
ARTICLES OF INCORPORATION
FALLS CREEK, SANDY, WASHINGTON AND WINSLOW JOINT MUNICIPAL AUTHORITY
TO THE SECRETARY OF THE COMMONWEALTH OF PENNSYLVANIA:
In compliance with the Municipal Authorities Act of 1945 (the Act of May 2, 1945, P.L. 382, as amended and supplemented)[1], the Borough of Falls Creek, of Jefferson and Clearfield Counties, the Township of Sandy of Clearfield County, and the Township of Washington and the Township of Winslow, of Jefferson County, Pennsylvania, pursuant to ordinances duly enacted by the Council of said Borough and by the Boards of Supervisors of said Townships authorizing and directing the formation of an Authority jointly by said municipalities under said Act, do hereby certify:
(a)
The name of the Authority shall be "Falls Creek, Sandy, Washington and Winslow Joint Municipal Authority."
(b)
The said Authority is formed under the Municipality Authorities Act of 1945. The said Authority purposes shall be to acquire, hold, construct, improve, maintain and operate, own, lease, either in the capacity of lessor or lessee, sewers, sewer systems or parts thereof, sewage treatment works, including works for treating and disposing of industrial waste, in and for the incorporating municipalities and for such other territory as it may be authorized to serve; and said Authority shall not undertake any other project or projects unless specifically authorized so to do by ordinances duly enacted by the incorporating municipalities.
(c)
No other authority has been organized under the Municipal Authorities Act of 1945[2] or under the Act approved June 28, 1935, P.L. 463, or is in existence in or for the incorporating municipalities, except:
I.
Sandy Township Municipal Authority
II.
Falls Creek Borough Municipal Authority
(d)
The names of the incorporating municipalities are the Borough of Falls Creek, of Jefferson and Clearfield Counties, the Township of Sandy of Clearfield County, and the Township of Washington and the Township of Winslow, of Jefferson County, Pennsylvania. The names, titles and addresses of the municipal authorities of the incorporating municipalities are as follows:[3]
(e)
The names, addresses and terms of office of the first members of the Board of said Authority, each being a citizen of the respective incorporating municipality by whom such member was appointed, and the names of the incorporating municipality appointing the respective members, are as follows:[4]
The terms of office of the first members of the Board of said Authority shall commence on the date of appointment and shall be computed from January 1, 1975.
In witness whereof, the Borough of Falls Creek, of Jefferson and Clearfield Counties, the Township of Sandy of Clearfield County, the Township of Washington and the Township of Winslow, of Jefferson County, Pennsylvania, have caused these Articles of Incorporation to be duly executed on behalf of said municipalities by their respective proper officers thereunto duly authorized and under their respective municipal seals this 11th day of March 1974.

The first members of the Board of Falls Creek, Sandy, Washington and Winslow Joint Municipal Authority named in the aforesaid Articles of Incorporation as having been appointed by this incorporating municipality are hereby specifically appointed as members of said Board for the terms of office set after their respective names, which terms shall commence on the date of appointment and shall be computed from January 1, 1975.

The first projects to be undertaken by the Falls Creek, Sandy, Washington and Winslow Joint Municipal Authority shall be water and sewage projects permitted under § 43-4 above.
The proper officers of the Township of Washington are hereby authorized and directed to join with the proper officers of the Borough of Falls Creek, of Jefferson and Clearfield Counties, and of the Township of Sandy of Clearfield County and the Township of Winslow of Jefferson County, Pennsylvania, to execute said Articles of Incorporation and to file said Articles of Incorporation, together with a certified copy of this chapter and required proof of publication, with the Secretary of the Commonwealth of Pennsylvania, and to do, execute and perform any and all acts and things necessary or appropriate to effect and establish said Falls Creek, Sandy, Washington and Winslow Joint Municipal Authority.
