There is hereby established the Office of Borough Manager within
Quarryville Borough.
The Borough Manager shall be appointed by a majority vote of
the members of Borough Council for an indefinite term. The individual
shall be appointed solely on the basis of the individual's executive
and administrative qualifications and expertise.
Neither the Mayor of Quarryville Borough nor any member of the
Quarryville Borough Council shall be eligible to hold the office of
Borough Manager. The office of Borough Manager shall not be incompatible
with any of the following Borough offices: Chief of Police, Street
Commissioner, Borough Secretary, and Borough Treasurer. The holder
of the office of Borough Manager may also simultaneously hold any
other office listed in the above sentence and/or perform the duties
of that/those offices when directed to do so by Borough Council and
when properly appointed by Borough Council through ordinance.
The Borough Manager shall serve at the pleasure of Borough Council,
and Borough Council may remove the Borough Manager at any time by
a majority vote of Borough Council's members. Borough Council may
likewise abolish the office of Borough Manager by a majority vote
of the members of Borough Council.
Borough Council shall establish the salary for the position
of Borough Manager.
The Borough Manager shall possess and exercise the following
powers and have the following duties:
A. The Borough Manager shall be the Chief Administrative Officer of
the Borough and be responsible to Council for the proper and efficient
administration of the affairs of the Borough.
B. The Borough Manager shall be responsible for the day-to-day municipal
functions, including, but not limited to:
(1) Supervising, leading and directing activities of the municipal departments
to ensure achievement of Borough goals and objectives;
(2) Planning, implementing, and overseeing programs of department operations
and activities; recommending new programs;
(3) Acting as a direct link between Borough Council and other members
of staff as assigned;
(4) Making program and policy recommendations to Borough Council to further
the Borough's goals and objectives;
(5) Inspiring confidence in citizens, staff and Borough Council to achieve
the Borough's short-range and long-range public service missions;
(6) Attending Borough Council meetings; preparing agendas and gathering
information for submission to Borough Council; informing Borough Council
of the conduct of Borough affairs and activities;
(7) Participating in various committees or agencies and assuming other
municipal offices as directed.
C. The Borough Manager shall be responsible for the financial administration
of the Borough, including but not limited to:
(1) Ensuring that Borough Council is provided with sufficient information
to prepare yearly budgets for all municipal funds or activities;
(2) Ensuring that Council is provided with sufficient data in order to
make sound, responsible decisions on behalf of the citizens of Quarryville
Borough;
(3) Providing direction and support in identifying the Borough's financial
needs, and then developing a viable working plan to fund those needs
including, but not limited to, obtaining grants and lower interest
rate loan programs;
(4) Coordinating with the Treasurer, or in the Treasurer's absence, developing
and maintaining control accounting systems to meet the evolving needs
of the Borough; monitoring the status of finance and banking interests;
when directed by Borough Council, preparing, or causing to be prepared,
financial analyses of wages, salaries and benefits; monitoring pension
plan investments; analyzing health and welfare benefit packages; and
monitoring unemployment compensation issues.
D. The Borough Manager shall also be responsible for reviewing and investigating,
or causing to be investigated, complaints directed at Borough services,
except in the event that Borough department heads are able to effectively
resolve such problems; directing public relations activities and working
in concert with other Borough employees to maintain contact with businesses
and the media.
E. When directed by Borough Council, the Borough Manager shall attend
professional association meetings and conferences and review professional
journals to stay abreast of developments in the field of municipal
administration.
F. Perform other tasks as may be directed by Borough Council from time
to time or which may be mandated by the Pennsylvania Borough Code.
