For the purposes of this Chapter the following terms shall be
deemed to have the meaning indicated below:
MANUFACTURED HOME
A transportable structure at least twenty (20) feet wide
intended for permanent occupancy as a residential unit, fabricated
in a factory in compliance with Federal Manufactured Home Construction
and Safety Standards, adopted June 15, 1976, as amended and not subject
to State or local construction codes. It must carry the HUD Seal of
Approval and comply with minimum standards for tie-down systems published
by the Missouri Public Service Commission, except as further provided
for in this Chapter.
MOBILE HOMES
Any structure used for living or sleeping purposes, which
has a chassis, axles and a hitch, which are part of the structure
and which may reasonably be equipped with wheels for transporting
the structure from place to place. Such structure must comply with
minimum standards for tie-down systems published by the Missouri Public
Service Commission.
MODULAR STRUCTURE
A factory fabricated building unit designed to be used by
itself or to be incorporated with similar units at a building site
into a modular structure to be used for residential, commercial, educational,
or industrial purposes. Such a modular unit must be delivered with
a seal issued by the Missouri Public Service Commission certifying
the unit as a modular structure, and also with a purchaser's certificate
of compliance certifying that the unit has been constructed to applicable
standards by the Missouri Public Service Commission for modular units.

A. Manufactured homes and modular structures are allowed with the following
conditions:
1.
The usable square footage of the homes or structures shall be
at least equal to the average square footage of the conventionally
built homes but in no case, less than six hundred (600) square feet.
2.
Roofs will be constructed using composition materials and will
have a minimum pitch of the main roof of two and one-half (2 1/2)
foot rise for each twelve (12) feet of horizontal run and a minimum
roof overhang of six (6) inches per side.
3.
Exterior siding covering shall be of a type, quality and appearance
customarily used on conventionally built homes.
4.
Have all wheels, axles, hitch and other mechanisms removed and placed on and anchored to a permanent and complete foundation that has been constructed of materials and in a manner approved by the Building Code as adopted by the City in Section
500.010 and the Missouri Public Service Commission.

An apron or perimeter closure of solid masonry construction or other suitable materials shall be installed in accordance with the Building Code adopted in Section
500.010.

Any such structure so installed shall conform to the appropriate
zoning and subdivision ordinances and any other pertinent ordinance
in effect at the time of installation or construction.

No single wide mobile homes of less than twenty (20) feet wide
shall be permitted within the City limits of Malden, Missouri. Once
a mobile home that is in existence on November 10, 1997, is removed
from the property it cannot be replaced with another mobile home.
However, if it is the permanent primary residence of a person or persons
and not rental property it may be upgraded if the upgrade is approved
by the Planning and Zoning Commission.
