At the time of the erection of any building hereinafter listed
or at the time any such building is enlarged or increased in capacity
by adding dwelling units, guest rooms or floor area, there shall be
provided on the same lot for such new construction, enlargement or
increased capacity off-street automobile parking space in accordance
with the minimum requirements listed below. Each parking space shall
be at least nine (9) feet in width and twenty (20) feet in length,
and shall have an adequate backup area; each off-street parking lot
shall be provided with adequate traffic circulation aisles.

At the time of the erection of any business or industrial building or at the time any such building is enlarged or increased in capacity, there shall be provided on the same lot sufficient loading and service space for such use or uses, which will be in addition to the parking requirements of Section
400.230 above.
