An owner who desires to subdivide a tract of land in the City
shall cause a plat of such subdivision to be made in accordance with
the provisions set forth in these regulations, and a copy of said
plat shall be recorded in the office of the Clerk of the Circuit Court
of Harford County.
No lot in a subdivision or any section of a subdivision shall
be transferred, nor shall a building permit be issued for a structure
on the lot, until a final plat of such subdivision or any section
of the subdivision has been recorded in accordance with this chapter.
