A. The Chief of Police shall have power at all times to make or order
arrest, with proper process for any offense against the ordinances
of the City or the laws of the State, and to keep the offender in
a proper place to prevent his/her escape until a trial can be had
before the proper officer, unless such accused shall give bond for
his/her appearance for trial. The Chief of Police shall also have
power to make arrests without process in all cases in which any offense
against the ordinances of the City or the laws of the State shall
be committed in his/her presence.
B. The bond requirements of the Chief of Police are set in Section
115.085.
C. The Chief of Police shall execute all orders and serve all notices
emanating from the Mayor, the Board of Health, the Board of Aldermen
and shall execute all warrants and process issued by the Municipal
Judge and shall make return thereon specifying in his/her return how,
when and in what manner the service was rendered. He/she shall attend
all sessions of the Municipal Court and preserve order in the courtroom.
D. He/she shall be ex officio sergeant-at-arms of the Board of Aldermen
and shall attend its meetings, preserve order and execute its orders,
notices and mandates when so requested.
E. In case of sickness, absence from the City, or other temporary disability,
the Mayor shall have authority to designate some member of the regular
Police force to act in his/her stead and perform the duties required
of him/her, until such absence or disability is removed.

A. The Mayor may, with the consent of a majority of all the members
elected to the Board of Aldermen, remove from office any appointive
officer of the City at will, and any such appointive officer may be
so removed by a two-thirds (2/3) vote of all the members elected to
the Board of Aldermen, independently of the Mayor's approval
or recommendation.
B. Nothing in this Section shall be construed to authorize the Mayor,
with the consent of the majority of all the members elected to the
Board of Aldermen, or the Board of Aldermen by a two-thirds (2/3)
vote of all its members, to remove or discharge any "chief," as that
term is defined in Section 106.273, RSMo.
