A. 
The purpose of these specifications is to provide minimum criteria for the design and construction of improvements within the Town which, upon the satisfactory completion thereof, may be offered for dedication to the Town of Macedon for perpetual operation and maintenance. The information contained in Part 2 is to be used in conjunction with Part 1 of this chapter.
B. 
The criteria established is intended to provide minimum standards which may be upgraded to serve the best interests of the Town. The information in this chapter is provided to aid in the submission of material in a uniform manner and attempt to expedite the various review and approval procedures.
C. 
This criteria shall govern in all areas of private, public, industrial and commercial development and/or areas that will involve the connections to existing municipal systems in the Town.
A. 
It is the responsibility of the developer to ensure preparation of plans sufficient to meet the standards and requirements herein incorporated. Said plans shall be prepared by a professional, licensed in the State of New York, who shall have experience in design of land development.
B. 
The Town and/or its representatives shall review the proposed plans as to their compliance with the standards and conditions encountered while meeting the best interests of the Town.
C. 
It is the responsibility of the contractor, acting for the developer, to construct the facilities in conformance with the approved plans and the Town standards.
D. 
Construction observation shall be provided by the Town or its designated representative to review construction as it is being performed.
E. 
The final results of the project remain the prime responsibility of the developer, and until the development is satisfactorily approved by the Town and/or its representatives, said development shall not be accepted for dedication.
Building permits shall not be granted until:
A. 
An approved subdivision plan is filed in the office of the Wayne County Clerk.
B. 
Any new subdivision must have all water, sewer, road stone, base, binder gutters and erosion control in place prior to building permits being issued.
C. 
Easements effecting the development of a parcel are filed in the office of the Wayne County Clerk and notification, of such received by the Town.
D. 
A site plan has received final approval of the Planning Board and Subsections B and C above are addressed.
E. 
All building permits are subject to the builder presenting an instrument survey map to the Town Building Department at the time of completion of the foundation wall.
A. 
At the time of application for a building permit, the Town requires a minimum escrow deposit in the form of a certified check in the amount specified in the Town Fee Schedule. Upon completion of structures and prior to issuance of the certificate of occupancy, the Building Inspector shall determine that all on-site improvements listed below have been satisfactorily completed after which the deposit shall be returned.
(1) 
Driveway culverts are property installed.
(2) 
Finished grade of the lot ensures proper drainage.
(3) 
Rear and side lot swales are installed and property graded.
(4) 
Sump pump drains and splash blocks are properly installed.
(5) 
Road surface and gutters are cleaned and free from debris.
(6) 
Property markers shall have been installed at all lot corners.
(7) 
Water service and sewer laterals are properly installed.
(8) 
Pressure regulator and check valve or backflow prevention devices are properly installed as regulated by the New York State Sanitary Code.
B. 
If all on-site improvements are complete but landscaping is incomplete, the certificate of occupancy may be issued but the escrow moneys will be retained until final landscaping is complete and an adequate catch of grass has grown to the satisfaction of the Building Inspector, where after the escrow shall be released to the applicant.
