An advisory council to be known as the "Uwchlan Township Environmental
Advisory Council" is hereby created and shall continue to function
until this chapter is revoked.
The Environmental Advisory Council shall be composed of at least
three, and no more than seven, members. Members of the Uwchlan Township
Environmental Advisory Council shall be residents of the Township.
Environmental Advisory Council members shall be appointed in
accordance with the following procedures:
A. All Council members shall be appointed by the Uwchlan Township Board
of Supervisors.
B. Council members' terms of office shall expire at the reorganization
meeting of the Board of Supervisors following the last year of their
term of office.
C. Duly appointed Council members shall serve a term of three years,
except that initial appointment shall be so staggered that the terms
of approximately 1/3 of the membership shall expire each year.
D. Whenever possible, one member shall also be a member of the Uwchlan
Township Planning Commission.
Council members shall receive no compensation for their services
but may be reimbursed for the expenses actually and necessarily incurred
by them in the performance of their duties.
The Environmental Advisory Council is to be advisory to and
shall coordinate its activities with the elected officials, Planning
Commission, Historical Commission, Parks and Recreation Committee,
and such other local governmental agencies as the Board of Supervisors
may from time to time designate.
The Council may adopt bylaws with the approval of the Board
of Supervisors.
The Environmental Advisory Council shall have the power to:
A. Make recommendations as to matters concerning protection, conservation,
management, promotion, and the use of natural resources, including
air, land and water resources, located within its territorial limits.
B. Comment on environmental issues associated with subdivision and land
development applications and submissions, and proposed ordinance amendments,
as required by the Board of Supervisors.
C. Identify environmental issues and problems and recommend plans and
programs for the promotion and conservation of the natural resources
and for the protection and improvement of the quality of the environment
within Uwchlan Township, consistent with the Township Comprehensive
Plan.
D. Make recommendations as to the possible environmental issues regarding
the use of open land areas within Uwchlan Township.
E. Work with schools and local environmental groups to enhance and promote
community environmental education programs.
F. Develop an environmental resources inventory, including flood-prone
areas, swamps and other unique natural areas, for the purpose of obtaining
information on the proper use, protection and management of those
areas.
G. Work with existing Township watershed associations and other interested
parties in preparing a Township-wide watershed management plan.
H. Develop environmental education awareness programs for Township residents.
I. Investigate and make recommendations regarding grants available to
the Township related to environmental issues and education.
J. Undertake such other environmental tasks as required by the Board
of Supervisors.
The Environmental Advisory Council shall meet regularly on an
every-other-month basis. The Environmental Advisory Council shall
initially meet within 30 days following the appointment of its members
by the Township, at which time it shall organize and elect from its
own membership a Chair and a Secretary, who shall serve at the pleasure
of the Council. A majority of the membership of the Council then in
office shall constitute a quorum.
The Environmental Advisory Council shall keep records of its
meetings and activities and shall make an annual report which shall
be printed in the Annual Township Report or otherwise made known and
available. Minutes of each meeting shall be forwarded to the Uwchlan
Township Board of Supervisors.
The Uwchlan Township Board of Supervisors may, from time to
time, appropriate funds for those expenses incurred by the Environmental
Advisory Council.
