Connections to the Borough Sewers may be made only after application has been made to the Borough Secretary and upon the payment of a connection fee of $100.
Upon issuance of a sewer application, Borough Council shall cause the lateral connections to be from the sewer to the curbline.
The location of the service "Y" or house laterals will be secured by the property owner from the Borough records before construction is undertaken so that the house sewer may be properly located. If the existing location of the service "Y" is not reasonably suitable, a connection to the street sewer may be made only with a cast iron saddle securely cemented in place and on a concrete foundation and cradle. If a cast iron saddle is required, the cost thereof shall be paid by the property owner at the time of securing the sewer connection application.
The house lateral sewer shall not be connected to the Borough sewer system until after inspection by the Borough Engineer or a proper agent of the Borough, and the said sewer between the curbline and the building shall not be covered or concealed in any way until after inspection and written approval by the Borough Engineer or a proper agent of the Borough.

All house laterals from the main sewers to a point five feet from the point the lateral passes through the building wall shall not be less than four inches in diameter and shall be of the following materials: cast iron, terra cotta, cement asbestos or plastic.
Terra cotta pipe shall be of wedge lock pipe joints or equal. Cast iron shall have joints of tightly caulked twisted hemp or oakum on which shall be poured a one-and-one-half-inch layer of soft lead which shall be tightly caulked. All other type pipe shall have joints so constructed as to prevent infiltration of surface water, roots, or other foreign material which might cause blockage in the pipes.

Before any pipe is laid, the trench should be evenly graded, the minimum grade being 1/4 inch fall per running foot. All pipe must have the barrel resting on the ground and the space for the bell at each joint excavated for the purpose of making the joints. After the pipe is laid and the joints made, it shall remain uncovered a sufficient time for the joints to become set and allow for the necessary inspection by the Borough authorities.
B. 
Backfilling shall be made with loose earth and carefully tamped about and over the pipe in six-inch layers for a depth of two feet above the pipe, then coarser materials may be backfilled and the trench brought to its original condition.
When pipe is laid in rock excavation, the trench shall be excavated three inches deeper than the outside bell of the pipe, and this depth under the pipe and up to midsection of the pipe shall be of well-compacted concrete of 1:3:5 mix.

No roof water, stormwater, surface water, water from subsurface groundwater discharge, including surface or subsurface drainage water from sump pumps, nor floor drains shall be permitted to enter the sewer system. Applications for exceptions may be considered and rulings made on the basis of recommendations of the Borough Consulting Sanitary Engineer and the Borough Council.
