The purpose of this article is to provide minimum standards
for the construction, licensing, inspection, maintenance and such
other general requirements, as deemed necessary, for a mobile home
park; to ensure a healthful, safe and sanitary condition; to provide
for the elimination of overcrowding; to provide a basis of enforcement
of such conditions in and around the park; to provide justified relief
from the strict application of the regulations of this article; and
to protect the health, safety and property of the citizens.

The following words, terms and phrases, when used in this article,
shall have the meanings ascribed to them in this section, except where
the context clearly indicates a different meaning:
LICENSE
A written license issued by the mobile home code commission,
allowing a person to operate and maintain a mobile home park under
the provisions of the Mobile Home Commission Act and this article
and regulations issued under this article.
MOBILE HOME
A structure which is transportable in one or more sections,
which is built on a chassis and designed to be used as a dwelling,
with or without a permanent foundation, when connected to the required
utilities, and includes the plumbing, heating, air conditioning and
electrical systems contained in the structure.
MOBILE HOME LOT OR SITE
A parcel of land for the placement of a single mobile home
and the exclusive use of its occupants within a licensed mobile home
park.
MOBILE HOME PARK
A parcel or tract of land under the control of a person upon
which three or more mobile homes are located on a continual, nonrecreational
basis, and which is offered to the public for such purpose regardless
of whether a charge is made therefor, together with any building,
structure, enclosure, street, equipment or facility used or intended
for use incidental to the occupancy of a mobile home.
MOBILE HOME STAND
That part of an individual lot which has been reserved for
the placement of a mobile home, appurtenant structures or additions.
PERMIT
A written permit issued by the mobile home code commission,
permitting the construction, alteration or extension of a mobile home
park under the provisions of the Mobile Home Commission Act.
SERVICE BUILDING
A structure housing administrative, recreational and such
other facilities, as may be desired.
SEWER CONNECTION
The connection consisting of all pipes, fittings and appurtenances
from the sanitary drain outlet of a mobile home to the inlet of the
corresponding sewer riser pipe of the sewerage system serving the
mobile home park.
SEWER RISER PIPE
That portion of the sewer lateral which extends vertically
to the ground elevation and terminates at the mobile home lot.
WATER CONNECTION
The connection consisting of all pipes, fittings and appurtenances
from the water riser pipe to the water inlet pipe of the mobile home.
WATER RISER PIPE
That portion of the water supply system serving a mobile
home park, which extends vertically to the ground elevation and terminates
at a designated point at each mobile home lot.

No person shall maintain, conduct or operate a mobile home park
without an annual license from the mobile home code commission, as
required by the Mobile Home Commission Act.

The water supply serving a mobile home park shall be obtained
from the municipal supply.

An adequate and safe sewage system for conveying and disposing
of all sewage shall be connected to the City sewage system in all
mobile home parks.

Cooking shelters, barbecue pits, fireplaces and incinerators,
where used, shall be located, constructed, maintained and used in
a manner that minimizes fire hazards and smoke nuisance both on the
property on which they are used and on neighboring property. No open
fire shall be left unattended. No fuel shall be used and no material
shall be burned which emits dense smoke or objectionable odors.

All mobile home parks shall be subject to the rules and regulations
of the state fire marshal. Fire hydrants shall be installed to conform
with regulations of the state fire marshal.

A ten-foot buffer zone shall be established between mobile home
lots and adjacent private property, which must be improved, maintained
and planted with evergreens.
