Each member of the Educational Service Agency may, at the discretion
of the Borough Council, be required to furnish a bond, in the amount
and with the surety specified by the Borough for the faithful performance
of his duties as a member of the Educational Service Agency. The cost
of such bonds, if and when required, shall be paid for and be a budgeted
expense of the Educational Service Agency as hereinafter provided
for.
The function of the Agency shall be to employ and supervise
school crossing guards, also referred to as special school police,
to direct traffic at or near schools and other crossing areas within
the Borough of Pine Grove as may from time to time be designated.
In order to enable the Agency to perform that function, the Borough
delegates to the Educational Service Agency the authority to appoint
and supervise crossing guards or special school police as set out
in the Borough Code.
The Agency shall exercise supervision and control over the crossing
guards or special school police by:
A. Establishing, administering and enforcing rules and regulations for
the work and conduct of the crossing guards or special school police;
B. Establishing work schedules and designating the locations where and
the time when the various individuals are to be on duty;
C. Establishing position classifications if deemed necessary, and designating
the individuals to serve in each classification;
D. Providing for supervision as necessary; and
E. Exercising any and all other prerogatives normally associated with
personnel management.
The Educational Service Agency shall at least annually, and at the time its proposed budget is presented as provided for in §
16-16, report to Borough Council on its activities including receipts and expenditures of funds.
