Any building, or part of a building, used openly for fornication,
lewdness, assignation and/or prostitution which constitutes a nuisance
in fact is hereby declared unlawful.

Any buildings, or parts of buildings, which are found in violation of §
6-101 hereof are hereby declared to be public nuisances and may be abated as follows:

2. Such conviction, fine and costs, however, shall not preclude the
Township from abatement of the nuisance on either public or private
grounds after notice and, in default thereof, to collect the costs
of such removal and/or abatement.

The Jefferson Township Recreation Committee is to assist the
Jefferson Township Supervisors in the operation, planning, and administration
of Laura J. Doerr Memorial Park. All members of the Committee are
appointed by the Jefferson Township Supervisors. The Committee is
to be comprised of seven members, one from each of the four licensed
organizations that use the park and three at-large Township residents.
(The four licensed organizations are: Southeast Butler County Pool
Association; Saxonburg Area Baseball Association; Saxonburg Area Girls
Softball Association; and Knoch Area Soccer Association.)

These rules are established as written guidelines for the use
of Jefferson Township's Laura J. Doerr Memorial Park. These rules
are intended to secure and preserve the fullest enjoyment of the park
and recreation facilities to a wide range of park patrons. Failure
to abide by these rules shall be cause for removal and penalties for
violation of this Part.

Laura J. Doerr Park is located in Jefferson Township with the
entrance 1/2 mile north of Route 356 from the light at Marwood Road
and Route 356. There is also an entrance on Hannahstown Road across
from St. Luke's Cemetery.

1. During the months of March, April, May, June, July, August, September
and October, no person or persons shall use the park before 7:00 a.m.
or after 9:00 p.m., except for those activities associated with the
licensed organizations or approved of by the Township Supervisors.
2. During the months of November, December, January, and February, no
person or persons shall use the park before 8:00 a.m. or after 6:00
p.m., except for those activities approved of by the Township Supervisors.
3. During the approved events where a specific area(s) of the park is
being used outside of these hours, the remainder of the park areas
will be closed.

1. The rules and regulations set forth below governing the use of parks,
playgrounds and recreation areas within Laura J. Doerr Memorial Park
are:
A. Adherence To Park Signs.
(1)
All persons shall comply with the signs and markers installed
by Jefferson Township.
(2)
Swimming shall be permitted only within designated areas. All
persons using designated swimming areas shall obey all posted pool
rules and/or the instruction of lifeguards, facility managers, or
other park employees. No person shall give or transmit a false signal
or false alarm of drowning.
B. Abusive Language/Personal Conduct.
(1)
No person shall indulge in any threatening, abusive, insulting
or indecent language or commit any obscene, indecent or disorderly
act or commit any nuisance.
(2)
No person shall expose themselves, excrete or urinate at any
time in the park, playgrounds or recreation areas.
C. Animals.
(1)
No person shall ride, lead or graze any horse or pony except
by permission from the Township Supervisors.
(2)
All pets must be leashed at all times. Leads on leashes used
to control animals shall not be more that six feet long.
(3)
Dogs must not be allowed to interfere with, bother, or harass
park users, other animals, or wildlife.
(4)
Any person with a dog or other pet in their possession in the
park shall be responsible for removal of feces deposited by such animal.
(5)
Animals may not be left unattended in the park or in a vehicle
within the park.
(6)
No hunting or trapping is allowed without specific permission
from the Township Supervisors.
(7)
No person shall disturb, annoy, strike, injure or kill any animal
or bird in the park.
(8)
Pets or animals are not permitted on any of the athletic fields
at any time.
D. Alcohol/Drugs. No person shall sell, possess or transport any drugs,
drug paraphernalia, alcoholic beverages and/or intoxicating liquor
within the limits of the park.
E. Motorized Vehicles.
(1)
Maximum speed is 15 mph or as posted within the park.
(2)
All vehicles shall always yield to pedestrians.
(3)
No person shall travel at a speed greater than is reasonable
and prudent under the existing conditions and having regard to actual
and potential hazards.
(4)
No person shall operate a vehicle carelessly or in such a manner
as to endanger the rights and safety of others.
(5)
No person shall wash, clean, polish, repair or service any motor
vehicle or motorcycle on park property except with prior specific
express approval from the Township Supervisors.
(6)
No person may operate a motorbike, trail bike, motor scooter,
SEGWAY®, mini-bike, ATV, power scooter, snowmobile, or go-cart
in the park at any time.
(7)
The only motorized motor vehicles allowed in the park are those
vehicles legal for use on Pennsylvania highways and authorized for
use in Jefferson Township. Operation (in the park) for motorized vehicles
is confined to designated driveways and the parking areas only.
(8)
Parking is allowed in designated parking areas only.
(9)
Parking is at your own risk.
(10)
No person may park a trailer, camper or other vehicle for the
purpose of remaining overnight except with prior specific express
approval from the Township Supervisors.
(11)
No vehicles of any kind are permitted on any of the athletic
fields at any time unless under the direct use by one of the licensed
organizations.
(12)
Only the Township Supervisors may authorize the use of power
machinery to do any maintenance, repairs, or construction in the park.
F. Destruction of Property.
(1)
No person shall cut, break, injure, mutilate, remove or deface
trees, shrubs, plants, turf, buildings, structures, signs, placards,
streams, fountains or any other park, playground or recreation property.
(2)
No person shall deposit any refuse (trash, earth, building material
or similar materials) brought from private property in receptacles
located in the Laura J. Doerr Memorial Park, playgrounds or recreation
areas. Nothing is this subsection is intended to prohibit the disposal
of refuse generated from park use, such as picnics, barbecues, lunches,
concessions, etc.
(3)
No person shall build, ignite or kindle a fire of any kind in
the park except when authorized by the Township Supervisors.
G. Soliciting Within Park.
(1)
No person shall erect, maintain or distribute any signs, advertisements,
circulars or other printed matter without permission of the Township
Supervisors.
(2)
No person shall collect or solicit any funds or distribute any
literature without the permission of a licensed organization or the
Township Supervisors.
(3)
No person shall sell or offer for sale any articles of any kind
or any food except when authorized by a licensed organization or the
Township Supervisors.
(4)
No person shall gamble in any form.
(5)
No person shall participate in group activities other than normal
park activities.
H. Weapons/Explosives.
(1)
No person, other than an officer of the law, shall discharge
any firearm or weapon within the Laura J. Doerr Park except as may
be permitted under state law.
(2)
No person shall possess, set off, or launch any fireworks, explosive
devices, or rockets.
I. Pavilion Use.
(1)
Parties using a pavilion are required to clean up after themselves,
removing and properly disposing of all materials and refuse once they
are finished.
(2)
Open fires of any kind are not permitted in any of the pavilions.
(3)
All pavilion use is subject to all of the rules and regulations
that govern the park.
(4)
Reserved Pavilions.
(a)
Certain pavilions may be reserved and/or rented by contacting
the Township office.
(b)
Determination of which pavilion(s) can be reserved and/or rented
and the dates and times that they may be reserved is at the discretion
of the Township.
(c)
Parties that enter into a reservation/rental agreement with
the Township regarding a specific pavilion on a specific date(s) and
time(s) shall have the exclusive right to access and use of that pavilion
for the specified time.
(5)
Open Pavilions. Pavilions not reserved and/or rented as per
the above are available for public use on a first-come-first-served
basis.
J. Walking Trail and Sidewalks. The walking trail and sidewalks are
for walking only. No bicycles, tricycles, roller blades, roller skates,
scooters or skateboards are permitted, as well as no motorized vehicles.

The Jefferson Township Supervisors may, by resolution, adopt
additional regulations governing the use of the parks, playgrounds
and recreation areas and impose such fees therefor as they deem appropriate.

Whoever violates any regulation set forth under these rules
and regulations adopted by the Township Supervisors pursuant to the
authority granted by law shall be fined not more than $600, and costs,
and in default thereof, shall be imprisoned for not more than 30 days,
plus pay for all court costs and counsel fees and expenses of the
Township.
