This chapter shall be known and may be cited as the "Traffic Law of the Village of Dering Harbor."
A. 
Within their context, words used herein shall have the same meaning as definitions in the Vehicle and Traffic Law of the State of New York in force and effect from time to time.
B. 
Highways, however designated, as used in this chapter, shall mean highways within the Village of Dering Harbor.
C. 
Directions, as used in this chapter, are not intended to refer to true compass bearings.

The maximum speed limit at which vehicles may proceed on or along all streets or highways within the Village is hereby established at 25 miles per hour.

Havens Road, Nichol Road, Sylvester Road and all but the northern section of Habor Lane are hereby designated as one-way streets. No person shall drive a vehicle other than:
A. 
In an easterly direction on Havens Road;
B. 
In a northerly direction on Nichol Road;
C. 
In a westerly direction on Sylvester Road; and
D. 
In a southerly direction on Habor Lane.
Unless otherwise directed by a peace officer, no person operating a vehicle shall proceed without first coming to a complete stop.

No vehicle shall be parked on the paved portion of any public highway.

A. 
Locust Point Road, Manhanset Road, Country Club Road (also known as "Dinah Rock Road") and Habor Lane are hereby designated as restricted highways upon which all vehicles, except emergency vehicles, other than passenger cars or suburbans, are prohibited to travel; provided, however, that this shall not be construed to prevent local commercial traffic as distinguished from through traffic.

B. 
All vehicles entering upon Manhanset Road from Country Club Road destined to a point outside the Village shall proceed in a southerly direction and no right turn is permitted at that intersection for any through traffic.
A. 
The system of pavement markings and traffic control devices adopted by the Department of Transportation of the State of New York is hereby adopted for all public highways.
B. 
Speed bumps and/or rumble strips or similar devices may be installed together with signs in accordance with the Uniform Manual of Traffic Control Devices at appropriate intervals on any restricted highway at the direction of the Board of Trustees.

Any person violating any provision of this chapter shall be guilty of a traffic infraction and shall for a first conviction thereof be punished by a fine of not more than $250, except that, in the case of a parking violation, the maximum fine shall not exceed $100.
This chapter shall take effect immediately.
