The Mayor, elected as provided by the Charter for four (4) years beginning July 1, 1976, and quadrennially thereafter, shall be paid an annual salary as provided in the Salary Ordinance in the same manner as all other officers and employees.
A. 
Whenever the Mayor is to be absent from the city or is otherwise unable to perform the duties of his/her office, he/she shall appoint the Business Administrator, another department head or the Clerk to serve as Acting Mayor, without additional compensation but with all other rights, powers and duties of the Mayor. Whenever such absence or other inability shall have extended for sixty (60) consecutive days, the Council shall appoint an Acting Mayor who shall succeed to all the rights, powers and duties of the Mayor or the then Acting Mayor, pending election of a successor.
B. 
A vacancy in the office of the Mayor shall be filled by election for the remainder of the unexpired term at the next general or regular municipal election occurring not less than sixty (60) days after the occurrence of the vacancy. The Council shall fill a vacancy temporarily by appointment to serve until the qualification of a person so elected.
A. 
The Mayor shall be the chief executive of the city and shall:
(1) 
Enforce the City Charter and ordinances and all applicable general laws.
(2) 
Supervise all departments subject to such written delegation as he/she shall make to the Business Administrator.
(3) 
Require each department to make an annual and such other report of its work as he/she may deem desirable.
(4) 
Appoint the Business Administrator and all other department heads, with the advice and consent of the Council, and remove them subject to Council disapproval as provided in Section 43(c) of the Optional Municipal Charters Law.
(5) 
Appoint the members of boards and commissions when so authorized by ordinance or general law and any other officers or employees whose manner of appointment is not otherwise specified in a Charter or ordinance.
(6) 
Submit an annual budget to the Council on or before January 15.

(7) 
Make such recommendations for Council action as he/she may deem to be in the public interest.
(8) 
Report annually in January to the Council and the public on the work of the previous year and the condition and requirements of the city government for the current year.
(9) 
Approve all Council ordinances, allow them to take effect without his approval or exercise his veto. (See Article II, § 4-14D, above.)
B. 
Further, the Mayor may:
(1) 
Attend all meetings and conferences of the Council and take part in discussions without vote.
(2) 
Cast the deciding vote in case of a tie on the question of filling a vacancy in the Council.
A. 
Appointment, term and compensation.
(1) 
The Mayor shall appoint a Business Administrator, with the advice and consent of the Council, to serve during his/her term of office and until the appointment and qualification of a successor.
(2) 
The Business Administrator may be removed in the manner provided for department heads in Section 43(c) of the Optional Municipal Charters Law. His/her compensation shall be as provided in the annual Salary Ordinance.
B. 
Qualifications. The Business Administrator shall be a college graduate with a graduate degree in public or business administration and with three (3) or more years of experience as a municipal manager or administrator or as an assistant to a municipal manager or mayor, or equivalent experience may be substituted for the above educational requirements on a year-for-year basis. At the time of appointment, he/she need not be a resident of the City of Orange Township or of the state but, during his/her tenure, may reside outside the city only with Council approval.

C. 
Powers and duties. Under the direction and supervision of the Mayor, the Business Administrator shall:
(1) 
Supervise and coordinate the administration of all departments and offices of the city government, in accordance with written delegation of authority by the Mayor.
(2) 
Prescribe and enforce rules for efficient management and operation of the city government and for administrative reporting to the Mayor and Council.
(3) 
Plan and direct the work of the Department of Administration.
(4) 
Direct the preparation and administration of the annual operating and capital budgets and maintain a continuing review and analysis of budget operations, work programs and costs.
(5) 
Report periodically to the Mayor and Council on administration of the government, including notable efficiencies, economies and savings.
(6) 
Perform such other duties as the Mayor may prescribe or as may follow from functions prescribed by the Council for the Department of Administration.
