The Department shall be headed by a Director, who shall be chosen solely on the basis of executive and administrative qualifications, with special reference to actual experience in or knowledge of accepted practice in respect to the duties of the office as hereinafter set forth.

The Department shall perform all appropriate functions associated with:
A.
Such public health programs as environmental sanitation, maternal and child health, communicable disease control and vital statistics registration.
B.
Such social programs for the needy as public assistance, legal aid, medical care and hospitalization, dental clinics and fresh air camps.
C.
Recreation programs for persons of all ages and varied interests and abilities, including the physically handicapped in all areas of the city.
