A. 
The following municipally owned lands are hereby declared to be established as municipal parking plazas:
(1) 
Municipal Parking Plaza No. I: the rear land of the block bounded by Main Street, North Center Street, William Street and North Day Street, as described by metes and bounds in and shown on survey of Williams and Collins, Surveyors, dated November 15, 1951, attached to and made part of an ordinance adopted February 5, 1952, and which is available for inspection at the office of the Township Clerk being used for handicapped parking in two (2) spaces and metered parking in the remaining spaces.

(2) 
Municipal Parking Plaza No. II: lands in the block bounded by Main Street, Canfield Street, William Street and Park Street as described by metes and bounds in and shown on survey of Fred Casper, City Engineer, dated July 2, 1954, attached to and made part of an ordinance adopted August 17, 1954, and which is available for inspection at the office of the Township Clerk, being used for handicapped parking in two (2) spaces and free parking in the remaining spaces.

Municipal Parking Plaza No. IV: lands in the block bounded by South Center Street, Main Street, Windsor Place and the Delaware, Lackawanna & Western Erie Railroad, as described by metes and bounds in accordance with Ordinance No. 1595, adopted October 16, 1962, which is available for inspection at the office of the Township Clerk, being used for handicapped parking in two (2) spaces and meter parking in the remaining spaces.

Municipal Parking Plaza No. VI: lands lying between White Street and Main Street, fronting on the westerly side of North Day Street, being commonly known and designated as "No. 85 North Day Street," Block 68, Lot 29, in the City of Orange Township, New Jersey.
(6) 
Municipal Parking Plaza No. VII: being land lying directly behind City Hall, between Main Street and White Street on the easterly side of North Essex Avenue, being commonly known and designated as "36 North Essex Avenue," Block 68, Lot 4, in the City of Orange Township, New Jersey.
(7) 
Municipal Parking Plaza No. IX: being the street known as "Railroad Place," lying between South Essex Avenue and South Day Street.
(8) 
Municipal Parking Plaza No. X: being land lying on the southerly border of the City Hall Building, commonly known as "Block 68, Lot 38," being used for one (1) handicapped parking space, two (2) visitor parking spaces and two (2) city employee permit parking spaces, each being along said curbline, eight (8) feet wide and twenty (20) feet long.

The following municipally leased lands are hereby declared to be and are established as Municipal Parking Plazas:

(1) 
Municipal Parking Plaza No. V: being land lying between North Essex Avenue and North Day Street, fronting on the northerly side of Main Street, being commonly known and designated as "No. 313 Main Street," Block 68, Lot 41, the City of Orange Township, New Jersey, being used for permit parking purposes in four (4) spaces, handicapped parking in two (2) spaces and metered parking in twenty-three (23) spaces.
(2) 
Municipal Parking Plaza No. VIII: being land lying between Brook Alley and South Center Street, fronting on the southerly side of Main Street, being commonly known and designated as "Nos. 228-232 Main Street," Block 89, Lot 7, the City of Orange Township, New Jersey, being used for handicapped parking in two (2) spaces and metered parking in the remaining spaces.
A. 
The Chief of Police is hereby authorized and directed to designate by suitable painted lines or markings the parking space appropriate to each parking meter and areas in which no parking shall be permitted, such as pedestrian walks, loading zones and such other areas, as in his discretion he shall deem proper for the purpose of ensuring the orderly use and operation of the municipal parking plazas. Every vehicle shall park within a municipal parking plaza within such designated parking space and within the lines or markings thereof; and where angle parking is designated by such lines or markings, each vehicle shall park with the front of such vehicle nearest to such meter. It shall be unlawful to park any vehicle across any such line or marking in such a manner that such vehicle shall not be directly in the parking space so designated by such lines or markings or to park a vehicle within an area in which no parking is permitted.
B. 
The Chief of Police is authorized and directed to designate by signs and arrows, and painted lines or markings, the entrances to or exits from municipal parking plazas and the direction of the movement of traffic in, through and out of the same. It shall be unlawful to operate a motor vehicle in such a manner as to enter, proceed through or leave a municipal parking plaza other than at and by the entrances and exits so established and in accordance with the direction for the movement of traffic within such parking plaza as so established.
C. 
The following are the designated separate entrances to such parking plazas and shall not be used other than for entry to such parking plazas:
(1) 
Parking Plaza No. I: entrance located on the east side of North Day Street; entrance located on the west side of North Center Street, immediately north of a separate exit to Parking Plaza No. I.
(2) 
Parking Plaza No. II: entrance located on the east side of Canfield Street.
(3) 
Parking Plaza No. III: entrance located on the east side of North Center Street; entrance located on the west side of Canfield Street, immediately south of a separate exit for Parking Plaza No. III.
(4) 
Parking Plaza No. IV: entrance located on South Driveway on the east side of South Center Street; entrance located on the west side of Windsor Place.
(5) 
Parking Plaza No. V: entrance located on the north side of Main Street.
(6) 
Parking Plaza No. VI: entrance located on the west side of North Day Street, immediately north of a separate exit for Parking Plaza No. VI.
(7) 
Parking Plaza No. VII: entrance located on the west side of North Day Street, immediately north of a separate exit for Parking Plaza No. V.
(8) 
Parking Plaza No. IX: entrance located on the easterly side of South Essex Avenue.
D. 
The following are the designated separate exits of such parking plazas and shall not be used other than for exit from such parking plazas:
(1) 
Parking Plaza No. I: exit located on the west side of North Center Street, immediately south of a separate entrance to Parking Plaza No. I.
(2) 
Parking Plaza No. II: exit located on the south side of William Street.
(3) 
Parking Plaza No. III: exit located on the west side of Canfield Street, immediately north of a separate entrance to Parking Plaza No. III.
(4) 
Parking Plaza No. IV: exit located on the North Driveway on the east side of South Center Street; exit at Brook Alley; exit at Windsor Place.
(5) 
Parking Plaza No. V: exit located on the west side of North Day Street, running along the southerly side of City Hall.
(6) 
Parking Plaza No. VI: exit located on the west side of North Day Street, immediately south of a separate exit for Parking Plaza No. VI.
(7) 
Parking Plaza No. VII: exit located on the easterly side of North Essex Avenue.
(8) 
Parking Plaza No. IX: exit located on the westerly side of South Day Street.
E. 
The following are designated as both entrance and exit for such parking plazas:

F. 
The parking of motor vehicles within the municipal parking plazas is limited to vehicles commonly referred to as private passenger automobiles, light commercial vehicles and motorcycles, and no other motor vehicles shall be parked therein.

The type of parking of each municipal parking plaza shall be as follows:

A. 
Metered parking.
(1) 
Installation of parking meters. Each parking meter installed in a municipal parking plaza shall be set in such a manner as to show or display by a signal that the parking space appropriate to such meter is or is not legally in use. Each parking meter shall indicate the legal parking time established by the township and, when in operation, the duration of the period of legal parking and upon the expiration of such period, illegal or overtime parking.
(2) 
Hours of operation; payment procedure. Any person desiring to park a vehicle in any metered parking space in established municipal parking plazas between the hours of 8:00 a.m., prevailing time, and 12:00 midnight, prevailing time, Monday through Saturday, inclusive, shall deposit the proper coin or coins of the United States for the period of metered parking desired in the parking meter designated for the parking space in which said vehicle is parked at the rate provided in Chapter 88, Fees. The maximum period for which a vehicle may be parked in any of the municipal parking plazas on the days and during the times set forth is as follows (except permit parking):

(b) 
Any general election day in this state and any day appointed, ordered or recommended by the Governor of this state or the President of the United States as a bank holiday or holidays. The payment of the fee for parking at a parking meter as provided in this chapter shall not be required during the whole month of December, that is, December 1 through December 31, inclusive.
B. 
Permit parking.
(1) 
Issuance of monthly permits.
(a) 
The office of the Township Clerk may issue monthly parking permits for parking privileges in designated parking lots, for a twenty-four-hour period, except as otherwise provided in this chapter. In the event of a snowfall on said warning, all cars so permitted shall be removed from said lots by 7:00 a.m., to allow for snow removal. Upon payment of the fee provided in Chapter 88, Fees, for such parking privilege, the office of the Township Clerk may designate the spaces or locations within said municipal parking plazas for the holders of monthly permits. It shall be unlawful and a violation of this chapter for the holder of a monthly parking permit to park otherwise than within such designated space or location without payment of the coin fee prescribed for metered parking as provided herein. The permits for monthly parking shall be issued on a month-to-month basis and shall be renewable at the discretion of the Township Clerk.
(b) 
The monthly parking privilege is limited to the vehicle for which a permit is issued, and each vehicle for which such permit is issued shall at all times be properly identified by means of an identification sticker or decal securely affixed to such vehicle on the interior lower right-hand corner of the rear window of the vehicle, as viewed from the rear of the vehicle, in such a manner as to be visible at all times. The permit parking fee will be waived for City Hall employees using Municipal Parking Plaza No. VI, during the normal business hours. Identification stickers shall be issued to City Hall employees at no charge and shall be displayed as described in this chapter.
(2) 
Senior citizens, as defined by state and federal statutes and other rules and regulations of governmental agencies shall be entitled to a reduction of twenty-five percent (25%) of the fee charged monthly for parking permits in municipal parking plazas.
(3) 
Exceptions to twenty-four-hour permit parking. Permit parking in the following municipal parking plazas shall be allowed from 8:00 a.m. through 5:00 p.m., Monday through Friday, inclusive:

C. 
Free parking.

(1) 
Municipal Parking Plaza No. II: free parking, no fee required, is established for the designated sections of Municipal Parking Plaza No. II, which shall be in effect from 8:00 a.m. through 9:00 p.m., each day of the week, with an eight-hour time limit.
(2) 
Municipal Parking Plaza No. VII: free parking, no fee required, is established in Municipal Parking Plaza No. VII, which shall be in effect from 8:00 a.m. through 12:00 midnight, on Saturday, Sunday and any legal holiday on which the City Hall is closed.
(3) 
Municipal Parking Plaza No. IX: free parking, no fee required, is established in Municipal Parking Plaza No. IX, which shall be in effect from 8:00 a.m. to 12:00 midnight each day of the week. Free parking shall be limited to two (2) hours maximum.

D. 
Designated parking.
(1) 
Municipal Parking Plaza No. IV. The Director of the Department of Public Works may designate certain under-utilized parking areas in Municipal Parking Plaza No. IV for the use of the Department of Public Works.
(2) 
Municipal Parking Plaza No. VII (City Hall parking).
(a) 
No vehicle shall be parked or allowed to stand on that portion of the premises on which City Hall is located lying north of City Hall running from the westerly line of North Day Street to the rear of the lot (Municipal Parking Plaza No. VII) upon which City Hall is located; however, there shall be allowed one (1) handicapped parking space at the northeast corner of Orange City Hall located adjacent to and parallel to the entrance driveway to Municipal Parking Plaza No. VII (City Hall Parking Lot) and four (4) parking spaces for municipal vehicles at the northwest corner of the Orange City Hall, located adjacent to and parallel to the entrance driveway to Municipal Parking Plaza No. VII (City Hall Parking Lot).

(b) 
No person shall park any vehicle or allow the same to stand in such a manner as to block the movement of vehicles to and from Municipal Parking Plaza No. VII, nor shall any person park any vehicle or allow a vehicle to stand in any of the entrances or exits to and from Municipal Parking Plaza No. VII.
(c) 
No person shall park any vehicle or allow the same to stand in Municipal Parking Plaza No. VII during the hours of 8:00 a.m. to 6:00 p.m., on any day other than Saturday and Sunday, or legal holidays, except a Council member, employee, agent of the City of Orange Township, or a citizen having business in City Hall.
(d) 
Those parking spaces located on the northerly side of Municipal Parking Plaza No. VII shall be designated "City Hall Visitors Only," and shall be only for citizens having business in City Hall. Of the parking spaces in this parking plaza, one (1) shall be designated "Mayor Only," one (1) shall be designated "Business Administrator Only," and three (3) shall be designated "City Council Only," and the remainder shall be designated "Employees Only" and shall be allocated daily on a first-come-first-served basis.

(e) 
The Business Administrator is authorized to direct the removal of vehicles in violation of this section by appropriate legal means. Any cost incurred in the removal of vehicles in violation of this chapter shall be paid by the person violating this chapter.
E. 
Public Announcement.

(1) 
An announcement shall be made to the public alerting citizens that free parking is permitted because of a national holiday via mass email, telephone message, text message, posted to the City’s website, and social media pages.
(2) 
This announcement shall be made at the discretion of the administration.
It shall be unlawful for any person to do any of the following:
A. 
To cause, allow, permit or suffer any vehicle registered in the name of, or operated by, such person to be parked in any metered parking space in a municipal parking plaza without the payment of the required fee for such parking by the deposit in the meter appropriate to such parking space on the days and within the times set forth in this Article.
B. 
To park, or permit any vehicle to remain parked, in any metered parking space in a municipal parking plaza while the meter appropriate to such parking space displays a signal that the period for which the required fee had been paid has expired.
C. 
To park, or permit any vehicle to remain parked, in any metered parking space in a municipal parking plaza for a period longer than the legal parking period established for such municipal parking plaza, whether or not an additional coin is deposited in the appropriate meter.
D. 
To deposit, or cause to be deposited, in any parking meter any slug, device, plastic or metallic object other than a United States coin.
E. 
To deface, injure, tamper with, open, damage or willfully break, destroy or impair the usefulness of any parking meter installed in a municipal parking plaza.
F. 
To hawk, peddle, solicit or sell any merchandise within the area of any of the municipal parking plazas.
G. 
To conduct repairs on any motor vehicle within the area of any municipal parking plaza, except such repairs that are of an emergency nature.
H. 
To park, or permit any vehicle to remain parked, in any permit parking space in a municipal parking plaza without first obtaining the appropriate parking permit from the office of the Township Clerk.
Any vehicle parking for a period exceeding twenty-four (24) hours succeeding expiration of the period of legal parking as defined by this chapter shall be towed under the direction of the Police Department to an authorized garage or designated parking area, and there impounded subject to redemption by the owner upon the payment of the cost of towing and the storage charge as provided for by contract with the authorized municipal tower for each day, or portion thereof, during which it remains in such garage or designated parking area, in addition to any fine imposed for any violation of this chapter.
The coins required to be deposited in a parking meter as provided in this chapter and the monthly parking charges are hereby levied and assessed as fees to provide for the proper regulation and control of the municipal parking plazas and for the cost of supervising and regulating the parking vehicles in the parking meter zones and to cover the cost of the purchase, supervision, protection, installation, operation, maintenance, control and use of the parking meters under this chapter.
A. 
The Business Administrator is authorized and directed to provide for the installation, regulation, control, operation and maintenance of parking meters provided for in this chapter and to contract for the purchase, installation and maintenance of such meters as may be required, after approval of the terms and conditions of such contract by the City Council.
B. 
This chapter shall be enforced by the Chief of Police and the Police Department.
Any person violating any of the provisions of this Article shall, upon conviction, be subject to a fine not exceeding five hundred dollars ($500.) or imprisonment for a term not to exceed ninety (90) days, or both, in the discretion of the Judge of the City of Orange Township.
