WATER AND SEWER BILLING POLICY
|
The purpose of this policy is to ensure that all customers are
informed about the City's billing procedures for water and sewer services
delivered by the City of Orange Township through its agents and/or
service provider.
|
The provisions herein are policy/procedures only and constitute
guidelines which do not create any requirements or standards which,
upon non-compliance, will give rise to any claim, cause or action,
or basis for non-payment for services rendered. The failure of the
city to comply strictly with any of these policy procedures and guidelines
is not a waiver or relinquishment of any of the rights of the city
to seek payment for water and sewer services rendered nor does such
failure create any defense to the obligation of the user to pay for
water and sewer services rendered.

WATER BILLING: The City or its agents shall read water meters
and send a bill to customers four times per year. For water billing
purposes, billing is divided into three cycles. Bills are issued in
billing cycles based upon your address. For example:
|
• Cycle 4 — is read and billed in January, April,
July and October.
|
• Cycle 2 — is read and billed in February, May,
August and November.
|
• Cycle 3 — is read and billed in March, June, September
and December.

All water and sewer accounts will be established in the name
of the property owner where service is rendered. Bills are mailed
in the name of the property owner to the property address. The City
will, however, upon written request by the property owner, mail bills
to the property owner to such other address as designated by the property
owner and will also mail bills to a designated property management
company.

BILLING INQUIRIES AND PAYMENTS: Customer Service Representatives
are available at 1-866-893-0546 to answer questions regarding billing
from 8:30 a.m. to 4:30 p.m., Monday through Friday. Customers may
pay bills or make in-person inquiries regarding bills at the City
of Orange Township, Tax Collector's Office, 29 North Day Street, 2nd
Floor, Orange, New Jersey 07050 between 8:30 a.m. to 4:30 p.m.

Customers may pay bills in the form of cash, check or money
order; credit card payments are not accepted at City Hall. A credit
card payment can be made by calling Customer Service at 1-866-893-0546.
If mailing a payment, include the return portion of your bill in the
envelope provided and mail it to United Water Pennsylvania, 8189 Adams
Drive, Hummelstown, PA 17036. If, you are unable to contact customer
service by telephone regarding a non-payment water issue, please visit
the City of Orange Department of Public Works, 29 North Day Street,
2nd Floor, Orange, New Jersey 07050 between 8:30 a.m. to 4:30 p.m.

DUE DATES: All payments are due in full within thirty (30) days
after receipt of the bill. The bill shall indicate a "payment due
date". If bills are not paid by the due date, a Late Payment Notice
will be mailed to the property owner. Customers have fifteen (15)
days from the Late Payment Notice date to pay the amount due.
|
INTEREST ON UNPAID BILLS: Interest at the rate of eight percent
(8%) per month shall be charged on the first $1,500 of the delinquency
and added to the amount of any bill which remains unpaid more than
thirty (30) days after the date of the issuance of the bill. For amounts
owed in excess of $1,500, the interest rate charged shall be eighteen
percent (18%) per annum. All interest charges shall be calculated
from the due date to the date of actual payment.

SERVICE DISCONNECTION: If payment is not received within fifteen
(15) days of the late payment notice, your service shall be subject
to interruption. The City will send a Notice of Termination of Service,
indicating that the service will be terminated after ten (10) days
of notice. A twenty dollar ($20.00) administrative fee shall be added
to any bill for which a Notice of Termination of Service is mailed.
An additional administrative fee of twenty dollars ($20.00) shall
be assessed against such account for each subsequent quarter during
which the bill remains unpaid and the water service remains disconnected.

SERVICE RECONNECTION: If your service is disconnected for nonpayment,
you must pay the entire amount due on the account, including any fees
and interest, for service to be restored. If the service is disconnected,
the only forms of payment that will be accepted are cash, cashier's
check, credit card and money order. Personal checks will not be accepted.
After payment has been made in full, service shall be restored within
twenty-four hours (24) of the next regular business day.

NEW ACCOUNTS: Accounts shall be established upon the request
of the new property owner. Tenants and/or lease holders may establish
water/sewer accounts in the property owner's name with written permission
from the property owner in the form of a notarized letter. Property
owners must provide a copy of the property deed and/or settlement
documents to validate property ownership. To open a new account, please
contact Customer Service at 1-866-893-0546.

CLOSING AN EXISTING ACCOUNT: If a property is sold or ownership
transfers, the property owner must close the water and sewer account.
The seller is required to request a final meter reading and furnish
a copy of the settlement document to Customer Service to complete
account termination. Please contact Customer Service at 1-866-893-0546
for additional information on closing an account.

BROKEN METERS: If, at the time of reading, the meter is not
operating and/or recording water usage, then an estimate of water
usage will be made based upon prior usage at that location. A letter
will be mailed informing the owner to contact customer service to
schedule an appointment for a meter repair. If, after fifteen (15)
working days after the date of the letter, an appointment has not
been scheduled, a letter by Certified Mail will be sent to schedule
an appointment for meter repair. An administrative fee of twenty dollars
($20.00) will be added to the bill for the cost of certified/return
receipt letter and related administrative costs.

REPLACEMENT METERS: If, a customer contends that his or her
water meter is defective and informs the City and/or its agent, the
water department personnel will have the meter examined and tested.
If the meter is greater than fifteen (15) years old, it will be replaced
at no cost to the customer. If the meter is less than fifteen (15)
years old, and determined by the testing to be working properly, the
meter will be replaced upon request by the customer, however the customer
must pay one hundred ($100.00) dollars for the cost and installation
of the new meter.
