No person, except an employee of the Public Works Department duly authorized for that purpose, shall tap or connect any water main or insert a stopcock therein.
A. 
Water served by the city for any purpose, except for the use of the Fire Department, shall be measured by meter.
B. 
No person shall connect up to the water system of the city any building or structure whatsoever before a water meter has been installed and set as a part of the water system of such building or shall use city water not measured by meter, except in case of a special permit granted according to the rules of the Public Works Department.
No water shall be consumed for any purposes other than fire extinguishment from nonmetered fire and sprinkler connections. In the discretion of the Public Works Department, the discontinuance of water service may be imposed for violation of this section.
No water shall be turned on to any premises without a permit from the Public Works Department.

The charges and rates provided in Chapter 88, Fees, shall be made for the following classifications:

All public buildings and playgrounds owned by the City of Orange shall receive water from the Public Works Department of the City of Orange without charge or cost.
E. 
There shall be a refundable deposit charge of eighty dollars ($80.) for the use of a hydrant water meter. Charge for water used shall be deducted from the eighty-dollar deposit at the time of meter return.
F. 
Rates for outside city limits; new rates.

(1) 
For outside city limits, domestic consumption rates shall be the same as local rates.
(2) 
The new rates will be reflected on the billing for the first quarter of 1987.

(3) 
For outside city limits. The cost of labor, equipment and materials incurred during repairs and/or replacements on ordinary service pipes between mains and the curb stops, but not on private pipes, shall be paid for by the property owner. The cost of such work shall be billed to the property owner, whether the repairs were for low pressure or for a leaking service. The costs shall be in conformity with the present water repair rates, labor rates and equipment rates.
G. 
Separate water meters. Effective March 1, 2020, separate water meters shall be allowed for irrigation. The rate charged for separate water meters shall be the applicable irrigation rate.

H. 
Adjustments to sewer bills for swimming pool water. In order to receive an adjustment, the customer must apply within 60 days after receipt of the bill for which the customer is asking the adjustment. The City is authorized to adjust the sewer portion of the utility bill for the filling of a swimming pool in the following instances:

(1) 
Before the initial filling of the pool, the owner shall, in writing, notify the utility billing division of his intent to request a sewer adjustment and the design capacity of the pool and an intended date of filling the pool. The owner shall request that his meter be read, and the City shall read the meter before and after the filling of the swimming pool. After the pool has been filled and the conditions above have been complied with, the utility billing manager may adjust the sewer portion of the bill.
(2) 
After the initial filling of the swimming pool, the owner shall, in writing, notify the utility billing division of his intent to request an adjustment to the sewer portion of a utility bill. A request for adjustment for refilling of a swimming pool may only be made once every 12 months and for one refilling within the twelve-month period. The request in writing shall state the quantity or capacity of the pool. If the above conditions are complied with, the utility billing manager may authorize a sewer adjustment.
(3) 
If a customer is not satisfied with the decision of the utility billing manager, the customer may appeal the decision to the Board of Adjustments and Appeals within 30 days of receipt of the utility billing manager's decision.
A. 
All charges for water served by the city shall be due and payable quarter-annually. The city shall be divided into three (3) billing districts, with the streets comprising each district enumerated in this section. All water users in District No. 1 shall be billed on August 1 each year and every three (3) months thereafter; all water users in District No. 2 shall be billed on September 1 each year and every three (3) months thereafter; and all water users in District No. 3 shall be billed on October 1 each year and every three (3) months thereafter.
B. 
If water/sewer charges for service which are due and payable when billed are not paid and remain unpaid for a period of thirty (30) days from the date that they are billed and mailed, interest shall be chargeable for such default of payment as a rate which shall not exceed eight percent (8%) per annum on the first one thousand five hundred dollars ($1,500.) of the delinquency and eighteen percent (18%) per annum on any amount in excess of one thousand five hundred dollars ($1,500.) to be calculated form the date the charges are payable until the date of actual payment. If water/sewer charges are not paid by the due date on the quarterly billing, an interest penalty shall be assessed on the unpaid balance every thirty (30) days.

D. 
The owner of the property on which service is furnished shall be liable for the payment of the water rates and charges provided for by this chapter for the use of water on the premises, and such water rates and charges so fixed shall be a lien on the premises until paid and satisfied, and in case of nonpayment thereof, the premises may be sold to pay and satisfy the same in the manner provided by law.

A. 
No reductions or allowances in charges for water shall be made for leaks or water wasted through defective fixtures, except in cases of a break or leak in underground pipes and in cases of incorrect meters, when, for good cause, the City Council may make a reduction.
B. 
No reductions or allowances shall be made except subject to the standard allowance for meter testing of two and one-half percent (2 1/2%) either fast or slow registering.
No person shall attach, alter or extend any water pipe or make any alterations in any tap cock or other fixtures or do any work calculated to increase the facilities for using city water or turn on or off the stopcock on the main or at the curb. This section shall not apply to cases of a break when temporary provision may be made by a licensed plumber, which break may be permanently repaired under the direction of the Public Works Department within twenty-four (24) hours.

Water meters will be tested or reread if application therefor is made to the Public Works Department by the consumer within ten (10) days after receipt of the water bill. The charge as provided in Chapter 88, Fees, shall be made for taking out, testing and replacing meters of one-inch capacity or under; for those of greater capacity than one (1) inch, estimates of such charges will be given upon request, but the actual cost of such service shall be charged. These charges shall be due and payable when the meter is replaced, but if the meter is found to be overregistering, no charges will be made.
No person, except an authorized employee of the Public Works Department, shall break or injure the seals of water meters or shall change the location of, alter or interfere in any way with any such meter.
A. 
Whenever the average amount of water in the reservoirs and wells supplying the city in any one (1) month falls twenty percent (20%) below the average amount of water in storage for the corresponding months of the five-year period immediately preceding, or whenever the water level reaches within fourteen (14) feet of the floor of the intake chamber of the upper reservoir or within three (3) feet of the pump elevation in any one (1) well, the City Engineer thereupon certifies that an emergency exists in such water supply, the Director of the Public Works Department may, for the protection of the health, safety and general welfare of the citizens and residents of the city, proclaim the existence of a water emergency and prescribe regulations to accomplish the following:
(1) 
Prohibit the use of water from the municipal supply for any purpose not necessary to the health, safety and welfare of the public.
(2) 
Allocate and prorate the available water supplies.
(3) 
Reduce consumption by users.
(4) 
Prevent waste for the period of duration of such emergency.
B. 
The proclamation of the emergency shall be conclusive thereof upon all persons and users upon the filing of the same in the office of the City Clerk and the publication thereof at least once in the Orange Transcript, a newspaper published and circulating in the city, as well as the Newark Star Ledger, both of which are newspapers published in the county and are circulated in the city.

C. 
The regulations set forth in the proclamation and any subsequent regulations made and published as specified in this section, upon filing thereof in the office of the City Clerk, shall become part of this section the same as if specifically incorporated and set forth in this section.
D. 
Every owner, lessee, tenant and occupant of any building or premises connected with the city water supply and every person and user thereof shall, upon the proclamation and promulgation of regulations pursuant to this section, become bound thereby and shall conform thereto and comply therewith in the use of water and the maintenance of the water service connections and equipment for the purposes thereof.
E. 
Every owner and water user shall, during the period of a water emergency, be upon notice of any waste of water due to defective water service pipes, fixtures or connections and of the regulations promulgated under the proclamation, and it shall be the duty of the owner to forthwith make or cause to be made repairs necessary to prevent such waste.
F. 
All users of water from the city water supply by and under any contract, ordinance or statute are bound by the provisions of this section and of the regulations promulgated under any proclamation issued pursuant to this section.
A. 
Every owner of buildings and premises connected with the city water supply shall maintain or cause to be maintained the water service pipes, fixtures and connections in good order and repair, whereof there shall be no waste of water.
B. 
Every owner of any building or premises connected with the water supply shall make or cause to be made necessary repairs to prevent the waste of water.
C. 
Every lessee, tenant and occupant of any building or premises connected with the city water supply shall immediately notify the owner, or his agent, of any defective water service pipes, fixtures or connections whereby water is being wasted.
D. 
Every lessee, tenant and occupant of any such building or premises shall notify the Public Works Department or the Police Department of any waste occurring by reason of defective water service pipes, fixtures or connections.
E. 
Every owner, lessee, tenant, occupant or other person in charge of any building or premises connected with the city water supply shall admit thereto the authorized agents and employees of the city for the purpose of inspecting the water service pipes, fixtures and connections.
F. 
Whenever an owner shall fail or refuse to make repairs so as to prevent the waste of water, then the city reserves the right to make such repairs and to charge the cost thereof to the owner in the same manner as other water charges are made as provided by law or to shut off the water from such premises until such repairs are made by the owner.
No person shall open any of the fire hydrants of the city without first obtaining a permit therefor from the Public Works Department.
No person shall furnish water to others for any purpose without receiving a special permit therefor from the Public Works Department. In the discretion of the City Council, the discontinuance of service may be imposed for violation of this section.
No person shall obstruct access to any fire hydrant or stopcock connected with the water pipes of the city or fail to remove such obstruction after notice to discontinue or remove the same.
The City Council may make proper rules and regulations concerning the use of city water from time to time not inconsistent with this chapter.

A. 
The Public Works Department will make all repairs and/or replacements on ordinary service pipes between the mains and the curb stops, but not on private pipes. In the event that a leak occurs in a service pipe due to deterioration, age or under any other circumstances, the City of Orange shall make this repair on three-quarter-inch residential services only, at no cost to the property owner. This ruling shall not apply to any service connection which develops low pressure, necessitating the replacement of the service connection from the main to the curb. The schedule of prices for this type of replacement is set forth in § 203-18. In the event that a leak occurs in a service pipe other than the three-quarter-inch diameter residential service which has been installed for more than ten (10) years, the cost of repairs or replacements will be borne by the owner of the premises served by the connection. If a leak develops on a service pipe other than the three-quarter-inch diameter residential service which has been installed by the Public Works Department within ten (10) years of the date of installation, the Department will make necessary repairs or replacement at no expense to the owner.
B. 
If the application for renewal or repair of a leaking service pipe is not made by the owner at the office of the Public Works Department within twenty-four (24) hours of notice to said owner by the Department, the Department will then proceed with the necessary work, regardless. The owner shall be charged for all work in conformity with the schedule of rates set forth in § 203-18. Such charges, if they become delinquent, are a recognized lien upon the property affected.
C. 
Permits to repair leaks inside the property line in private pipes will be issued to licensed plumbers upon application to the Building Inspections and Code Enforcement Department. For leaks outside the property line or in private pipes in the roadway, the Public Works Department may shut off the water, upon reasonable notice to the consumer, until such time as a licensed plumber has been employed by the owner to make the necessary repairs.

A. 
The work of installing ordinary services from distribution main to curb shall consist of tapping the main, inserting a corporation cock, with proper couplings, laying copper service pipe from main to curb, providing a stopcock with suitable stop box and cover and replacing roadway pavement disturbed in making the installation. The work shall be done by the Public Works Department or under the supervision of the Public Works Department, and the charges as provided in Chapter 88, Fees, shall be made for service connections in the following classifications:

For each three-quarter-inch diameter connection.
(2) 
For each one-inch diameter connection.
(3) 
For each one-and-one-half-inch diameter connection.

B. 
The aforementioned charges shall be paid for by the owner or owners requesting any of the said installations, at the time of filing an application for said service and before any work is undertaken by the City of Orange Public Works Department.

A. 
Policy Adopted. The City of Orange Township Water and Sewer Billing Policy is hereby adopted.
B. 
Purpose. The purpose of the City of Orange Township Water and Sewer Billing Policy is to provide guidelines and intentions of the City's operation for Water and Sewer services.
C. 
Water and Sewer System Billing Policy Enumerated.
WATER AND SEWER BILLING POLICY
The purpose of this policy is to ensure that all customers are informed about the City's billing procedures for water and sewer services delivered by the City of Orange Township through its agents and/or service provider.
The provisions herein are policy/procedures only and constitute guidelines which do not create any requirements or standards which, upon non-compliance, will give rise to any claim, cause or action, or basis for non-payment for services rendered. The failure of the city to comply strictly with any of these policy procedures and guidelines is not a waiver or relinquishment of any of the rights of the city to seek payment for water and sewer services rendered nor does such failure create any defense to the obligation of the user to pay for water and sewer services rendered.
WATER BILLING: The City or its agents shall read water meters and send a bill to customers four times per year. For water billing purposes, billing is divided into three cycles. Bills are issued in billing cycles based upon your address. For example:
• Cycle 4 — is read and billed in January, April, July and October.
• Cycle 2 — is read and billed in February, May, August and November.
• Cycle 3 — is read and billed in March, June, September and December.

All water and sewer accounts will be established in the name of the property owner where service is rendered. Bills are mailed in the name of the property owner to the property address. The City will, however, upon written request by the property owner, mail bills to the property owner to such other address as designated by the property owner and will also mail bills to a designated property management company.
BILLING INQUIRIES AND PAYMENTS: Customer Service Representatives are available at 1-866-893-0546 to answer questions regarding billing from 8:30 a.m. to 4:30 p.m., Monday through Friday. Customers may pay bills or make in-person inquiries regarding bills at the City of Orange Township, Tax Collector's Office, 29 North Day Street, 2nd Floor, Orange, New Jersey 07050 between 8:30 a.m. to 4:30 p.m.
Customers may pay bills in the form of cash, check or money order; credit card payments are not accepted at City Hall. A credit card payment can be made by calling Customer Service at 1-866-893-0546. If mailing a payment, include the return portion of your bill in the envelope provided and mail it to United Water Pennsylvania, 8189 Adams Drive, Hummelstown, PA 17036. If, you are unable to contact customer service by telephone regarding a non-payment water issue, please visit the City of Orange Department of Public Works, 29 North Day Street, 2nd Floor, Orange, New Jersey 07050 between 8:30 a.m. to 4:30 p.m. Our staff will be pleased to assist you.
DUE DATES: All payments are due in full within thirty (30) days after receipt of the bill. The bill shall indicate a "payment due date". If bills are not paid by the due date, a Late Payment Notice will be mailed to the property owner. Customers have fifteen (15) days from the Late Payment Notice date to pay the amount due.
INTEREST ON UNPAID BILLS: Interest at the rate of eight percent (8%) per month shall be charged on the first $1,500 of the delinquency and added to the amount of any bill which remains unpaid more than thirty (30) days after the date of the issuance of the bill. For amounts owed in excess of $1,500, the interest rate charged shall be eighteen percent (18%) per annum. All interest charges shall be calculated from the due date to the date of actual payment.
SERVICE DISCONNECTION: If payment is not received within fifteen (15) days of the late payment notice, your service shall be subject to interruption. The City will send a Notice of Termination of Service, indicating that the service will be terminated after ten (10) days of notice. A twenty dollar ($20.00) administrative fee shall be added to any bill for which a Notice of Termination of Service is mailed. An additional administrative fee of twenty dollars ($20.00) shall be assessed against such account for each subsequent quarter during which the bill remains unpaid and the water service remains disconnected.
SERVICE RECONNECTION: If your service is disconnected for nonpayment, you must pay the entire amount due on the account, including any fees and interest, for service to be restored. If the service is disconnected, the only forms of payment that will be accepted are cash, cashier's check, credit card and money order. Personal checks will not be accepted. After payment has been made in full, service shall be restored within twenty-four hours (24) of the next regular business day.
NEW ACCOUNTS: Accounts shall be established upon the request of the new property owner. Tenants and/or lease holders may establish water/sewer accounts in the property owner's name with written permission from the property owner in the form of a notarized letter. Property owners must provide a copy of the property deed and/or settlement documents to validate property ownership. To open a new account, please contact Customer Service at 1-866-893-0546.
CLOSING AN EXISTING ACCOUNT: If a property is sold or ownership transfers, the property owner must close the water and sewer account. The seller is required to request a final meter reading and furnish a copy of the settlement document to Customer Service to complete account termination. Please contact Customer Service at 1-866-893-0546 for additional information on closing an account.
BROKEN METERS: If, at the time of reading, the meter is not operating and/or recording water usage, then an estimate of water usage will be made based upon prior usage at that location. A letter will be mailed informing the owner to contact customer service to schedule an appointment for a meter repair. If, after fifteen (15) working days after the date of the letter, an appointment has not been scheduled, a letter by Certified Mail will be sent to schedule an appointment for meter repair. An administrative fee of twenty dollars ($20.00) will be added to the bill for the cost of certified/return receipt letter and related administrative costs.
REPLACEMENT METERS: If, a customer contends that his or her water meter is defective and informs the City and/or its agent, the water department personnel will have the meter examined and tested. If the meter is greater than fifteen (15) years old, it will be replaced at no cost to the customer. If the meter is less than fifteen (15) years old, and determined by the testing to be working properly, the meter will be replaced upon request by the customer, however the customer must pay one hundred ($100.00) dollars for the cost and installation of the new meter.
