Editor's Note: This ordinance also provided for the salary of the Deputy Tax Collector, which shall be set forth in the current Salary Ordinance of the city.
There shall be created and established the position of Deputy Tax Collector, in the office of the Tax Collector, City of Orange Township, New Jersey, who assists in the administration of the Tax Collector's office and performs tasks related to the collection of taxes pursuant to Title 54 of the New Jersey Statutes.
Responsibilities and duties of the Deputy Tax Collector shall be as follows. The Deputy Tax Collector shall:
A. 
Act in the place of the Tax Collector in his/her absence and accept tax payments and accounts for moneys received.
B. 
Answer inquiries and give detailed tax collection information, make interest computations on tax title lien certificates for foreclosure and for redemption, supervise the office and perform varied clerical tasks and prepare suitable reports.
C. 
Conduct annual tax sale pursuant to New Jersey Statutes.
The minimum qualifications of the person appointed Deputy Tax Collector pursuant to the provisions of this chapter shall be as follows: possession of a tax collector's certificate issued by the State of New Jersey; three (3) years' experience in the day-to-day operations of the Tax Collector's office; one (1) year of supervisory experience involving municipal tax collection; ability to read, write, speak, understand or communicate in English sufficiently to perform the duties of such position; ability to communicate effectively both verbally and in accepted written formats; ability to exercise independent sound judgment; wide knowledge of the laws, rules and regulations dealing with real estate taxes in the municipality and of the effective methods used in dealing with persons of varied education experience and social and economic backgrounds, ability to have repeated personal and telephone contacts with taxpayers without loss of courtesy, patience of equanimity, to take firm and correct stand when differences arise, to make complex arithmetic calculations and to perform varied clerical tasks; and ability to give suitable assignments and instruction to assigned employees and to establish and maintain needed records and files.
