Each resident of the City of Orange over the age of eighteen
(18) using the tennis courts and swimming pools in the City of Orange
must have on his or her person an identification card issued by the
Department of Administration, proving that he or she is a resident
of the city.
Each resident over the age of eighteen (18) can obtain such
an identification card during normal business hours in the Department
of Administration, upon proof of residency within the City of Orange.

There shall be hereby fixed and established a fee as provided in Chapter 88, Fees, to each resident for the purchase of such a resident identification card.
Identification cards shall be issued for each calendar year,
and residents over the age of eighteen (18) wishing to use the aforementioned
facilities must purchase a new identification card annually.
Residents of the City of Orange over the age of eighteen (18)
who fail to produce such a resident identification card when requested
to do so by a duly authorized official of the City of Orange and all
nonresidents of the City of Orange shall be prohibited from using
the aforementioned facilities.
The Department of Administration shall keep and maintain a record
of those residents of the City of Orange who have been issued such
an identification card and shall otherwise account for all fees collected
in connection therewith.

A.
Each resident or nonresident using the Orange Reservoir for the purpose
of fishing must purchase a permit through the Department of Public
Works.
B.
Applicants must possess a current New Jersey Fishing License in order
to obtain a permit to fish at the reservoir.
C.
Persons who are permitted to fish are expressly prohibited from swimming,
wading in water, using boats or other flotation devices or consuming
alcoholic beverages on the premises.
D.
Persons who are permitted to fish may not harvest or take large mouth
bass from the premises. This species is to be strictly caught and
released.
E.
The city in its discretion may require a certificate of insurance.

A.
AUTOMATED EXTERNAL DEFIBRILLATOR (AED)
CARDIOPULMONARY RESUSCITATION (CPR)
Definitions. As used in this section, the following terms shall have
the meanings indicated:
An AED is a portable device that is used to diagnose and
treat ventricular fibrillation (VF) and pulseless ventricular tachycardia
(VT). The AED works by sending a shock through the victim's chest
to stop these life-threatening cardiac arrhythmias. This allows the
heart to reestablish a sustainable pulse. AED's are designed
for both the general public as well as trained first responders.
CPR is an emergency lifesaving procedure performed when the
heart stops beating. Immediate CPR can double or triple chances of
survival after cardiac arrest.
B.
Plan submittal.
(1)
All youth and adults sports organizations seeking authorization to
utilize any fields in the City of Orange Township must submit an emergency
action plan. All emergency action plans that are required for the
City of Orange Township's fields must be submitted to the City
of Orange Township's Department of Community Service. The person
who will be responsible for receipt of this document will be chosen
by the Departments' Director.

All emergency action plans must be submitted before a permit can
be issued.
C.
Required information.
(1)
The emergency action plan to be submitted must include names and
certifications of all coaches, staff members, or volunteers; specific
roles and duties of all coaches, staff members, and volunteers when
responding in an emergency or life- threatening situation where CPR
or an AED may be used, as follows:
(a)
Person/persons responsible for contacting and waiting for emergency
medical services;
(b)
Person/persons to have access to keys to lock/unlock any gates
or doors;
(c)
Responsibility for checking the availability and current certification
of the emergency equipment;
(d)
Location of the AED;
(e)
Person/persons designated to accompany when the parent(s) guardian(s)
are not available;
(f)
Person/persons responsible for contacting the parent(s)/guardian(s);
(g)
Location of the emergency contact information for each athlete;
(h)
Person/persons to contact the league board;
(i)
Schedule of all practices/games;
(j)
Location of all practices/games;
(2)
Permit applications submitted without an emergency action plan will
be denied.
D.
Violations and penalties.
(1)
Youth and adult sports organizations that already have authorization
prior to the enactment of this section have 30 days from the section's
passing to submit their emergency action plan. Failure to submit the
plan will result in a fine of $100.
(2)
Any youth or adult sports organizations found to be practicing or
participating in any activity on any field without proper submission
of their emergency action plan will be subject to a fine of $500.
