A community center, to be known as "Friendship House," is hereby established within the city.
The purposes and functions of the community center will be to promote the general welfare of all the citizens of the city by providing health, recreation, educational and counseling facilities.

A. 
Membership. The community center shall be governed by a nonprofit corporation, formed under Title 15 of the New Jersey Statutes Annotated, to be known as the "Friendship House Community Center of Orange." The Board of Trustees of said corporation shall have as members the Director of Recreation of the City of Orange, the Superintendent of the Board of Education of the City of Orange, a member of the Chamber of Commerce of the City of Orange, to be designated by said Chamber of Commerce, and nine (9) other members, who shall be appointed by the Mayor of the City of Orange.

B. 
The terms of said nine (9) appointed members shall be as follows: Three (3) shall be appointed for a term of one (1) year; three (3) shall be appointed for a term of two (2) years; and three (3) shall be appointed for a term of three (3) years. After the first nine (9) members are appointed under this section, all following appointments shall be for a term of three (3) years.

The Trustees of said corporation will, at the end of each calendar year, submit to the Mayor a report of all activities carried on by the community center, and said report shall also contain the program planned for the next ensuing year.

During the month of October, the community center shall submit to the Mayor requests for appropriations for the ensuing budget year.

All disbursements of moneys to said corporation shall be made in accordance with Title 40A of the New Jersey Statutes Annotated. All moneys paid over to the Friendship House Community Center of Orange shall be used only for the purposes expressed in the appropriation or appropriations. These moneys shall not be intermingled with any other moneys of said corporation.
A. 
All money received from the State Highway Department for the taking of the property at 141 Parrow Street, the site of the present Friendship House, will be placed in a separate fund, as provided by N.J.S.A. 40A:4-63, to be known as the "Friendship House Land Acquisition and Building Fund." Such funds will be used for the cost of acquiring a new site and the costs of constructing the new Friendship House thereon.
B. 
Immediately upon passage of this chapter, the Planning Consultant of the city shall undertake a study of feasible sites for the new Friendship House. He shall report to the City Council, not later than June 15, 1965, his recommendations of proposed sites, for the new Friendship House. The site will be selected only after approval of the City Council. When such site is agreed upon by the Council, then the city shall enter into negotiations through its proper agents to purchase such site. If such site cannot be purchased, then the City Attorney will be directed to commence condemnation proceedings in accordance with the laws of the state. Negotiations for acquisition of the site will commence when the city receives a tentative date of the taking of the present site at 141 Parrow Street by the State Highway Department.
C. 
Title to any real property and all structures to be erected thereon will be in the city.
D. 
Funds for the acquisition of the new site and the construction of the structures thereon will come first from the Friendship House Land Acquisition and Building Fund, second from a general appropriation, and third from an emergency appropriation set forth in N.J.S.A. 40A:4-46 et seq. As an alternative, the city may proceed under N.J.S.A. 40A:2-2 et seq., if all requirements thereunder are met. In any event, all money in the Friendship House Land Acquisition and Building Fund shall be first applied to the costs of acquisition and construction.
E. 
An architect will be hired by the city, and plans and specifications will be submitted as soon as practicable after the selection of the proposed site as set forth above. His compensation will be approved by resolution of the City Council, and he will be paid out of the money in the Friendship House Land Acquisition and Building Fund.
