Anyone using a fire hydrant shall be required to operate it properly. No fire hydrant shall be opened unless a hydrant wrench is used and a gate valve installed to regulate and control the flow of water.

Any contractor not possessing the required equipment shall, prior to using fire hydrant water in the City of Orange, obtain the necessary equipment from the City of Orange Public Works Department.

If a contractor must use city equipment, a deposit fee of one hundred dollars ($100.) shall be required. Upon the return of said city equipment in good operating condition, the deposit fee shall be refunded. Failure to return city-owned equipment and/or the return of such equipment in a damaged condition shall result in a forfeiture of the deposit.
