(a) 
As required by the Charter, there shall be established a Department of Public Works, the head of which shall be the Director of Public Works who shall be appointed by the Mayor with the advice and consent of the Council and may be one of the division heads. The Director shall serve during the term of office of the Mayor appointing him/her and until the appointment and qualification of his/her successor, subject to removal as provided by the Charter.
(b) 
Within the Department of Public Works there may be an Administrative Assistant designated as Secretary to the Director, who shall be appointed by the Director with the approval of the Administrator. The Administrative Assistant shall serve during the term of office of the Director appointing him/her, subject to removal as provided in the case of a Department Director appointed by the Mayor.
The Department of Public Works under the direction and supervision the Director shall:
(a) 
Advise and assist the Business Administrator with regard to all matters relating to the construction, management, maintenance and operation of the physical properties of the City including public parking facilities, as provided for under N.J.S.A. 40:60-25.1 et seq.
(b) 
Prepare plans and specifications and supervise the performance of contracts for City public works, services and improvements, and provide and administer such services as are required by this article.
(c) 
Provide, when requested, all engineering services required by any department, office or agency of the City Government.

Within the Department of Public Works, there shall be a Division of Public Works, the head of which shall be the Public Works Superintendent. There may also be appointed within such Division Assistant Superintendents. Subject to the direction and supervision of the Director, the Division shall maintain and operate Shade Trees and Beautification, Buildings and Grounds, Signs and Markings, and Motor Vehicle Fleet. The Superintendent shall coordinate and supervise day-to-day assignments.
(a) 
Within the Department of Public Works, there shall be established the Division of Engineering, the head of which shall be the City Engineer.
(b) 
Under the direction and supervision of the City Engineer, the Division of Engineering shall:
(1) 
Provide professional engineering services as required by the Department.
(2) 
Supervise the maintenance of maps, charts, plans, specifications and records of public works facilities and utilities within the City as may be necessary or convenient for the purposes of the Department;
(3) 
Supervise the performance of public works contracts for the City and authorize progress payments pursuant thereto; and,
(4) 
Provide engineering services required by other departments and agencies subject to the approval of the Business Administrator.

There shall be a Division of Inspections within the Department of Public Works Subject to the direction and supervision of the Director of Public Works, the Division shall:
(a) 
In cooperation with the Health Officer, make inspections and reports as may be required to comply with recognized public health activities and minimum standards of performance of local Boards of Health in New Jersey (N.J.A.C. 8-51).
(b) 
Inspect and observe all places of public amusement or assemblage and all places of business requiring a state or municipal license or permit and report to the appropriate department, except as may be otherwise required by the Fire Prevention Code.
(c) 
Administer federal and state code enforcement programs; and
(d) 
Provide staff services to the Board of Adjustment as may be required by that body; and
(e) 
Enforce the City Zoning Ordinance.

(a) 
The use of any portable, liquid-fueled heater in any building or residence in the City of Plainfield is prohibited and banned. These devices shall include, but not be limited to, the kerosene-fueled heaters, the salamander, and similar devices.
(b) 
Any person, business or corporation that shall violate the provisions of this section shall be subject to a fine not to exceed Two Hundred Dollars ($200.00), or ninety (90) days in jail, or both, for each day that the offense continues.
(a) 
No person shall be charged a construction permit surcharge fee or enforcing agency fee for any construction, reconstruction, alteration or improvement designed and undertaken solely to promote accessibility by disabled persons to an existing public or private structure or any of the facilities contained therein.

Within the Department of Public Works there shall be established a Division of Signal Systems, the head of which shall be the Superintendent. Such Division, under the supervision of the Director, shall:
(a) 
Install, maintain, inspect and supervise the operation of police and fire divisions signal systems, police radios, Gamewell teletype, and other electrical communications systems not furnished by a public utility;
(b) 
Install, maintain, repair and inspect traffic signal lights on City streets and roads; and,
(c) 
Maintain, repair and inspect other electrical systems installed or used by other departments, as directed by the Business Administrator.
Vehicles and other related equipment owned by the City have traditionally been acquired, maintained and repaired separately by various Departments and Divisions of the City.
A need exists to establish a uniformed, systematic and centralized approach to the acquisition, maintenance, repair, replacement, and purchase of the City's vehicular fleet and other related equipment; and
A need also exists to establish a management level position to oversee the City's fleet assets, including the management of the City's underground storage tanks.
The duties and responsibilities of the Manager of Motors shall be in accordance with the Civil Service job specification number 07137 for the title of Manager of Motors.

The Department of Public Works is empowered to adopt rules and regulations proper and necessary to enable the Division to perform the purposes enumerated herein. These rules and regulations shall be placed on file in the office of the City Clerk.
To the extent not specifically set forth herein, the City Council of the City of Plainfield specifically reserves unto itself all those certain powers, rights, and responsibilities as set forth at length in N.J.S.A. 40A:5A-20, which provision may be deemed by the City necessary for the operation of the Parking Utility.
The City, through the Division or otherwise, shall have a right of access to any customer's premises, and to equipment and property of the City at reasonable times, for the purpose of delivering parking services with the responsibility of managing, planning, enforcement and operating all aspects and functions, which include but are not limited to the collection and repair of on- and off-street parking services.
Any person, firm, or corporation violating the provisions of this section or any succeeding ordinances or resolutions pertaining to the subject matter of this section, which might be enacted or adopted, shall be punished in accordance with the fines and penalties established by the City of Plainfield.
Complaints concerning the character of the services furnished, or the reading of meters or bills rendered, shall be made in the Division in writing. A record of all such written complaints will be maintained by the Division to show the names and addresses of the complainants, dates, nature of the complaints, and the action taken thereon.
All future revenue and the accounting therefor from the Parking Utility shall be on a dedicated utility basis. All monies derived from the operation of said Parking Utility and any other monies applicable to its support shall be separated and kept in a distinct fund, which shall be known as the "Parking Utility Fund." All disbursements for the operation and maintenance of the Parking Utility shall be taken from the Parking Utility Fund.
The dedicated budget of the Parking Utility shall include appropriations for operating expenses, capital improvements, debt services and/or the portion of all other deferred charges and statutory expenses as may be required or allowed.
(a) 
The fees and fines established by the City of Plainfield shall continue in full force and effect until such time as the City Council establishes a new schedule, or charges and fees for parking and incidental services. The fees and fines established by the City of Plainfield are on file in the office of the City Clerk.
(b) 
The City Council shall, from time to time, establish a schedule of charges and fees for parking and incidental services to be provided by the Parking Utility.
