Within the Health Division of the Department of Public Affairs
and Safety there shall be created a Project Alert Advisory Board,
the functions of which shall be:
(a) To render advice to the Mayor, City Administrator, the City Council,
Director of the Department of Public Affairs and Safety, the Health
Officer, and the Director of the Alcoholic Education and Rehabilitation
Training Project as to the operation, effectiveness, and policies
of the project; and
(b) To perform such other duties as shall be delegated to such Advisory
Board by the Director of the Department of Public Affairs and Safety.

The Project Alert Advisory Board shall consist of eleven (11)
members appointed by the Mayor with the advice and consent of the
City Council, who may or may not be residents of the City of Plainfield.
Each member shall serve for a term of three (3) years and until the
appointment and qualification of his successor, but the initial term
of the Advisory Board members shall be as follows: four (4) for a
term of three (3) years; four (4) for a term of two (2) years, and
three (3) for a term of one (1) year.

(a) The fees for out-patient counseling services provided by Project
Alert, 930 Putnam Avenue, Plainfield, New Jersey, through its program
commonly known as Alertop, located at 332 West Front Street, Plainfield,
New Jersey shall be .00 to Thirty-Five Dollars ($35.00) per individual
session based upon financial ability to pay as formulated pursuant
to contracts with various county agencies.
(b) The rental fee to be charged by Project Alert through its in-patient
program commonly known as "Dudley House" located at 930 Putnam Avenue,
Plainfield, New Jersey shall be Eighty-Five Dollars ($85.00) per week
per in-patient client based upon contracts previously executed by
and between Project Alert and various County agencies, provided however,
that the weekly rental shall not become payable until and unless the
in-patient client has resided on the premises for twenty-one (21)
days, said period being commonly referred to as a "black out period."
